摘 要
目前,国家正在大力推进新的医疗改革方案。如何调动医务人员的积极性,是
摆在医疗单位和政府主管部门面前的一个新的课题,特别是作为医疗改革主体的公
立医院。一些医院出现的由于核心人才的流失而导致核心竞争力迅速下降,从而面
临着因人才缺乏而导致的恶性循环的危机。
激励一直是人力资源管理中的一个最为重要的问题,也是管理者最易忽略的问
题,面对改革,如何从容面对新的市场环境的挑战,从容面对竞争,如何快速、健
康、有序地持续发展,是医院管理者必须直面的问题。
本文首先以秦皇岛港口医院员工的激励管理问题为例,通过对港口医院员工薪
酬、职业发展、考核评估、文化激励这几个方面设计了相应问卷并对员工进行调查,
来反映出港口医院员工激励体系的现状和存在的问题和缺陷。
其次运用组织行为学、人力资源管理学以及相关的激励原理,在充分考虑医院
员工需求特点的基础上,提出了秦皇岛港口医院激励机制改进设计方案,主要从对
现行薪酬结构的重新设计和长效激励机制建立入手。通过激励体系的建设,使个人
发展与医院发展有机融合起来,实现医院价值最大化。
最后对体系正常运行需要的保障提出建议。希望通过对秦皇岛港口医院这样一
个颇具代表性的公立医院在医疗体制改革中激励管理体系的研究,能够对其他处于
同等环境的公立医院有参照及借鉴作用。

At present, countries are vigorously promoting the new health care reform
programme. A new scheme for this reform, then health minister Chen Zhu used adhere to
the public welfare, to mobilize the enthusiasm of ten words, this ten word is the new
medical reform plan of the soul. How to mobilize the enthusiasm of the medical staff, is a
new subject in front of medical institutions and government departments. Especially as the
subject of medical reform of public hospital, face new medical market environment
changes and more and more autothermal talent competition. The competition between
hospitals has shifted from service / price competition is the talent competition, some
hospitals arise due to the loss of core personnel and lead to core competitiveness rapidly,
thus facing a vicious spiral due to the lack of talent crisis. Incentive of human resources
management has always been one of the most important issues, but also managers of the
most easy to ignore the problem, especially in the has been in a budget under the
management of public hospital. Facing the reform, how to face the new market
environment, calm in the face of competition, how fast, healthy, orderly and sustainable
development, is the hospital managers must face the problem. To set up a scientific, fair,
orderly, long-term incentive mechanism, fully mobilize the enthusiasm of the knowledge
staff, improve of knowledge workers is the key for hospital continuous evelopment.
Based on the incentive management staff of the Qinhuangdao port hospital as an
example, through scientific analysis of the current incentive mechanism in hospital
operation status, to find out the current incentive system problems and defects, excitation
method, human resource management and organizational behavior, based on fully
considering the characteristics of hospital staff needs, put forward Qinhuangdao port
hospital design scheme to improve the incentive mechanism, mainly from the redesign of
the salary structure and long-term incentive mechanism is established. Through the
construction of incentive system in order, so that the personal development and the
development of hospital organically, to maximize the value of the hospital, and finally
puts forward suggestions on the need to ensure the normal operation of the system. Hope
that through the study on Qinhuangdao port hospital as a representative of public hospital
management system in the medical system reform, can have a reference and reference to
other public hospitals in the same environment.
