摘 要
人才作为企业重要资本,同时也是经济活动中最活跃的因素,为企业在竞争中
获得优势发挥着决定性的作用。本文以广信公司商品物流事业部为研究对象,分析
国企如何做好人才队伍的建设,为企业长远发展积聚人力资源能量。
本文从现代人才管理理论入手,采用冰山模型、职业锚理论、学习型组织等理
论,回顾了事业部人才管理的发展历程,通过对广信公司商品物流事业部员工结构、
人员流动,以及人才发展的情况和数据进行调研和研究,分析出其人才管理的现状
与存在问题。结合企业的实际情况,在人才的评估、引入、培养、使用、激励各方
面提出了六个对策建议:(1)树立正确的人才观;(2)识别和甄选核心人才;(3)
做好人才的职业生涯规划;(4)建立和完善人才培养体系;(5)构建各类核心人才
的激励机制;(6)强化企业文化建设。部分对策建议已在实际运作中取得一定效果。
结合国企制度化、规范化的管理要求,人力资源管理需要在规范管理和高效运作中
取得最佳平衡,使企业不断适应市场发展的需要,及时、迅速响应客户需求,持续
健康地发展下去。希望本文的研究成果具有可复制性、扩展性,可以运用到其他企
业,希望对其他行业、企业,特别是国企有一定的参考和启发。

Abstract
As an important capital and the most active factor in economic activities, talents play
a decisive role to obtain advantages in the competition for the enterprise. This study takes
Goods and logistics department of Guangxin company as a study object, analyzing how
the state-owned enterprises built the talents team to accumulate human resources for the
enterprise’s long-term development.
Starting with modern theory of talents management, by using iceberg model, the
career anchor theory, learning organization theory, etc, this study give a review to the
department’s development of talents management, and analyze the present situation and
find out the existing problems of talents management, through the investigation and study
of staff structure, the flow of people, and the talents development of Commodity and
logistics department of Guangxin company. According to the enterprise's actual situation,
six countermeasures and advices in the aspects of talents evaluation, introduction, training,
use and motivation, are presented as follow: (1) set up correct concept of talents; (2)
identify and select the core talented person; (3) prepare talents career planning; (4)
establish and improve talents training system; (5) build up a motivation system of different
kind of core talents; (6) strengthen the construction of corporate culture. Some
countermeasures and Suggestions have achieved certain effects in practice. According to
the management requirement of the institutionalization and standardization of state-owned
enterprises, human resource management need to obtain the best balance in standard
management and efficient operation, leading the enterprise constantly adapt to the
development of the market, and be able to timely and rapid response to customer demand,
and maintain a sustainable and healthy development. Hope this study can be copied and
applied to other enterprises, and give some references and inspiration to other industries,
enterprises, especially the state-owned enterprises.
