摘要
加入WTO以后,中国开发区的发展速度有减缓的态势,单纯靠税收调节等优惠政策
吸引国际资本投资的竞争力在下降,原有的主要以政策吸引外來投资的操作模式已不
适应开发区生存需求。为保持可持续发展,中国开发区必须在扩大幵放内容、促进产
业升级、加大体制创新、优化环境建设尤其是提升政府服务管理方式上,进行一系列
改革
在今后的发展中,中国开发区给外商的一些特惠政策,将向普惠政策转变。因此,
中国经济技术开发区必须有一个崭新的定位,即:转变政府职能,调整产业政策,与WTO
的规则接轨。仅仅有优惠政策显然不够,必须营造良好的综合投资环境,才是开发区内
在品质特征。今后,幵发区须走内涵式发展道路,优化综合环境、提高核心竞争力,
微观上实施精细化管理,以企业管理方式运作,获得更大的边际效益
本文立足于我国幵发区宏观经济发展趋势,以客观、理性角度,着力对开发区投
资项目分级管理模式进行深度剖析,发掘当前全国开发区投资项目粗放式管理的深层
动因,分析当前开发区在微观管理方面的现状和利弊,并以江苏镇江经济技术幵发区
为例,对开发区分级管理模式的可行性进行分析,着重于从招商引资、建设主导、税
收优惠,转向为体制创新改革,加大内部管理,通过对运行机制、项目准入、规划布
局、土地利用、审批通道、财税支撑、运营督导等项目管理支撑要素及项目分级管理
流程再造方面的研究,提出个人的意见和建议,变松散型管理政府为集中有效型服务
政府,变投资组织者为构筑市场平台的耕耘者,以期为开发区发展提供政策研究依据

Abstract
Since China joined the WTO, the slowing development speed of large-scale direct
investment and the declining competitiveness of attracting international capital
investment solely by tax incentives have been revealed in economic development zones.
Former model attracting foreign investment mainly on preferential polices does not meet
the needs of development zones. To keep sustainable development, development zones
shall carry out a package reform, including opening up deepening,industries
upgrading,institutional innovation, environment optimizing and especially government
service management.
In the future development, development zones shall do some adjustment on polices,
for example, transforming specialized preferential policy for foreign business into
generalized. Development zones shall set government functions transformation, economic
and industrial policies adjustment, and WTO regulations as the new orientation. Therefore,
superiority of development zones is embodied in favorable investment environment, not
only preferential policies. Development zones shall attach importance to connotative
development, comprehensive environment optimization, competitiveness improvement and
refinement operation on micro-management, so as to obtain maximum marginal benefit.
Based on the macro-economy development of development zones, the paper gives a
reasonable and deep analysis on hierarchical management of investment projects, internal
causes of extensive management of investment projects, current situation and advantages
and disadvantages of micro-management in development zones. Taking Jiangsu Zhenjiang
Economic and Technological Development Zone as example, the paper makes a feasibility
analysis on hierarchical management of development zones,transforming tax incentives,
construction dominant,investment promotion into institutional innovation and internal
administration strengthen. The paper gives a research on project management support
elements and hierarchical management process from aspects of operation mechanism,
project access, planning layout, land utilization, approval channel, fiscal and taxation
support, operation supervisor and so on. The paper puts forward suggestions on how to

build a centralized efficient service government and market platform for investors,
providing policy research basis for the development of development zones.
