摘要
进入二十一世纪以来，随着人民生活水平的大幅度增长，人们对于居住条件、
居住环境和生活质量有了越来越高的要求。随着我国经济的持续快速发展，行业、
地区、城乡之间收入逐渐拉大，伴随着一部分人先富起来，我国城乡居民收入水平
的差距也在逐渐拉大。2003年以来，房地产市场价格持续上扬，全国主要大中城市
房屋销售价格上涨明显。随之而来，中央政府出台了多项针对城市中低收入家庭的
保障性住房政策。但在政策实施过程中，如何建立健全有效的住房保障资格评审体
系是工作中遇到的亟待解决的问题。
本文首先对T市H区住房保障政策概况及实施的现状进行介绍，用相关统计数
据对目前住房保障政策实施的效果进行评价，然后结合国内外住房保障的先进经验
和工作成果，总结出住房保障资格评审体系规律性的可行性调整方案。最后，结合
T市住房保障工作的实际，从提高住房保障工作行政职能部门工作效率，简化办事
程序，方便社区群众的角度，探讨了建立适合T市的住房保障资格评审体系，分别
从制度、组织机构、技术和准入退出机制上提出五点对T市住房保障资格评审体系
加以完善和改进的建议。
应用政府流程再造理论，提高各级政府部门在住房保障资格评审体系中的工作
效率；通过完善住房保障资格评审体系的立法，为申请人提供一个趋于公平合理的
申请环境和畅通的申请通道；不断健全住房保障资格评审体系收入核查制度，使住
房保障申请的工作更加有据可查，更具有科学性和可操作性；明确各级政府职能部
门的全责，使住房保障资格评审体系在审批流程上更加顺畅、公开和透明；实现住
房保障工作网络动态管理，进一步为保障性住房工作提供科学的依据。

ABSTRACT
Entering the 21st century, with the marked improvement of people's living standards,
there are many growing demands in people's living conditions, living environment and
quality of life. meanwhile, With the sustainable and rapid development of Chinese
economy, the income gap is gradually wider between different industries , regions and
between urban and rural, Accompanied by some people to get rich, Urban-rural income
gap in China is gradually widening. Since 2003, the real estate market prices continued to
rise, in Major cities nationwide housing sales price rose significantly. Therewith, The
Central Government introduced a number of affordable housing policies for low-income
families in the city. However, In the process of policy implementation, How to establish a
sound and effective system of housing security accreditation is demanding prompt
solution of problems encountered in the job.
In this paper, the housing security policies and implementation status in T city H
district is introduced firstly. It uses the relevant statistical data to evaluate the
effectiveness of current housing security policy implementation. and then combining with
the advanced experience of domestic and foreign housing security and work, summed up
the housing safeguard system, the feasibility of adjusting regularity to qualify. Finally,
combines the actual conditions of T city housing security work, improve the housing
security work administrative functional departments work efficiency, simplify the
procedures, convenient community people's point of view, discusses the housing security
system to qualify for T city, respectively from the system, organization, technology and
access to exit mechanism is put forward on five o 'clock in T city housing security system,
perfected and improved suggestion to qualify.
The application of government process reengineering theory is benefit to improve
the work efficiency of government departments at all levels in the housing security
qualification accreditation system. By improving the legislation of housing security
qualification accreditation system, the applicants are supplied with a fairer and reasonable
application environment and a open applications channel. Constantly improving income
verification system in housing security accreditation system can make the housing
security applications work have good grounds, more scientific and operational, Clearing
full responsibility of the functions of the Government departments at all levels can make
the approval process of housing security qualification accreditation system more smooth,
open and transparent. Realizing housing security 's dynamic network management can
further provide scientific basis for affordable housing jobs.
