摘要
随着经济全球化的逐步深入,烟草行业走向市场,参与国际竞争是大势所趋。

面对经济全球化的挑战,面对实力雄厚的跨国烟草集团的激烈竞争,中国烟草该
如何应对,这是摆在所有烟草企业面前的一个大课题,毫无疑问也是湖南中烟工
业公司(以下简称“湖南中烟”)面临的大课题。应对挑战的关键在于创新管理模
式和管理手段,不断优化资源配置,努力提高企业核心竞争力和整体经营绩效,
尽快做大做强。因此,湖南中烟应用卓越绩效管理模式进行创新管理,势在必行。

论文以湖南中烟为研究对象,通过对湖南中烟发展的内外部环境进行分析,
重点论述了湖南中烟应用卓越绩效模式的核心价值观,按照卓越绩效标准从领
导、战略、顾客与市场、资源管理、过程管理、测量分析与改进和经营结果等七
个方面來构建湖南中烟卓越绩效管理模式。并对湖南中烟卓越绩效模式的实施研
究拟定了具体步骤。本研究为湖南中烟构建和实施卓越绩效模式提供了基本思路
和框架,为我国其它烟草工业企业或其它行业企业应用卓越绩效模式或申报“全
国质量奖”的企业提供了参考借鉴,也为卓越绩效模式理论的研究与应用提供了
实证案例。

Abstract
With the gradual penetration of economical globalization, it is an irresistible
trend that the tobacco industry moves towards the market and participates in
international competition. In the face of the challenge of economical globalization and
fierce competition of powerful multinational tobacco groups, how to deal with them
in Chinese tobacco industry is indeed a big issue in front of all tobacco enterprises.
Undoubtedly,that is also a great subject China tobacco Hunan Industrial Corporation
face. The key to meet the challenges is innovating the mode and the method of the
management, optimizing the distribution of the resources, enhancing the core
competitiveness of the enterprises, improving the overall business performance of the
enterprises, and making the enterprises bigger and stronger. Consequently, it is
imperative that excellent performance management mode is applied to innovative
management in China tobacco Hunan Industrial Corporation.
In this paper, China tobacco Hunan Industrial Corporation is taken as research
subject. At first, the interior and exterior environment of the corporation was analyzed.
Furthermore, with the application of the core values of Performance Excellence
Model,the establishment of the excellent performance management model in China
Tobacco Hunan Industrial Corporation was discussed according to the seven sides of
outstanding performance criterion. The seven items include the leadership, the
strategy,the customers and the market,the resource management,the process
management, the measurement analysis and the improvement,and business results.
Finally, the detailed steps of implementing the Excellent Performance Mode for China
Tobacco Hunan Industrial Corporation were proposed. Through all the research, the
whole thinking and basic framework of establishing and implementing the
Performance Excellent Mode for China Tobacco Hunan Industrial Corporation were
provided. What is more, it is for intercommunion and reference by relative companies
and enterprises on using Performance Excellence Model or applying China Quality
Award, and it provided theoretical research of Excellent Performance Mode to
Empirical analyses.
