湖南建工集团作为一家快速发展的国有企业，在经济全球化一体化大背景下，
亟需选择与中国通用技术集团合作，以在国内国际市场建立竞争优势寻求进一步
的发展。本文结合合作战略的相关理论以及建筑企业合作战略的研究现状，围绕
湖南建工集团与中国通用技术总公司的合作战略进行研究。首先在分析湖南建工
集团内外部发展环境的基础上，探讨了其寻求战略合作伙伴的必要性；其次结合
战略合作伙伴选择标准、原则及湖南建工集团选择合作伙伴的要求，通过可行性
分析明确了与中国通用技术集团战略合作关系，并阐述了双方合作战略目标与合
作模式；最后分析了湖南建工集团合作战略的风险与规避策略，并提出合作战略
实施策略与保障措施。本文通过对湖南建工集团与中国通用技术总公司合作战略
与实践的研究，为湖南建工集团在与中国通用技术总公司采取合适的合作模式与
实施合作战略过程中的风险规避以及保障措施提供了相应的建议，也为国内一些
建筑企业在寻求战略合作伙伴方面提供了一定的借鉴意义。

Abstract
Construction is of vital importance for stimulating the growth of national
economy, and its Pillar industry status is increasingly significant. With the
construction developing fast, the market competition also is becoming increasingly
fierce. Following the success in joining the WTO, China’s overall economic situation
has changed enormously. The impact of foreign enterprises and private firms has
brought some serious challenges to state-owned construction enterprises. In the face of
the fierce market competition, state-owned construction enterprises need to recognize
the changing of development environment, integrating internal and external resources
according to its own ability and needs to adapt to the fierce market competition and
future changes of the environment.
As a fast developing state-owned construction enterprise, Hunan Construction
Engineering Group should chose to have a cooperation with China Genertec
Technology group in the background of economic globalization, to seek further
development in the domestic and international markets. This research based on the
strategic management theory and the research situation on cooperation strategy of
construction enterprises, studying the cooperation strategy between Hunan
Construction Engineering Group and China Genertec Technology group. Firstly, this
paper discussed the necessity of finding a strategic partner based on the analyse of the
internal and external developing environment. Secondly, Combined with the standard
and principles of partner selection and the requirement of hunan construction group,
this paper made a clear recognize of the cooperation relationship between Hunan
Construction Engineering Group and China Genertec Technology group, expounding
the cooperation goal and cooperation mode. Lastly, this paper analyzed the risk and
avoid strategies of the cooperation strategy, coming up with implementation strategy
and security measures for the cooperation strategy. This paper through the studying of
the cooperation strategy between Hunan Construction Engineering Group and China
Genertec Technology group put forward some corresponding Suggestions for these
two enterprises carrying out the cooperation strategy, also providing a useful example
for the domestic construction enterprises to look for strategic partnership.
