新加坡作为一个土地资源极为贫乏的弹丸小岛,人口密度高居世界
前列,但新加坡人民却享有非常好的居住条件,被联合国评为最适合人
类居住的国家之一。本文详细地分析了新加坡的房地产市场特别是住房
政策,重点剖析了包括新加坡的土地征用制度、政府组屋政策、中央公
积金制度等一系列行之有效的住房政策,同时特别强调了新加坡政府在
房地产市场扮演的主导角色是新加坡政府能够成功推行它的“居者有其
屋”计划的最为关键的因素,因此本文也重点介绍了新加坡政府的两个
法定机构即建屋发展局和中央公积金局的职能和运作以及它们是如何主
导新加坡的住房政策以及整个房地产市场。
本文认为,新加坡和中国的房地产市场有非常大的可比性,从两国
的国情出发通过对两国住房政策、房地产市场已及政府在住房市场所起
的作用等各个方面进行了全面的比较,并从市场、政策和经济三个方面
对中国的房地产的发展模式和策略进行了探讨,从而为解决中国的主要
城市目前所面临的房价过高、房地产市场供需矛盾突出以及城镇居民特
别是中低收入者的居住条件仍非常恶劣等问题寻找对策。

ABSTRACT
Through detail analysis and deep study over the housing
market of both China and Singapore, this thesis started with
an introduction of basic structure and development of Chinese
property market, which covered general status of China,
consumers’ trend toward property market, government’s land
selling policy and housing policy.
Singapore is a tiny small island without any natural
resources, the density of population is amount one of the top
ranking in the world, but they still enjoy good quality of
living condition and Singapore has been selected by Union
Nation as one of the best living place in the world.
The main portion of this thesis covered the role of
government in public housing market of Singapore. Detail
analysis of Land Reused Policy, “Home Ownership Scheme” and
the policy and operation of Housing Development Board and
Central Provision Fund Board.
The success of Singapore housing policy can be a good
reference for Chinese major cities to overcome the high
property price, short supply of housing and bad dwelling
