公共政策的制定和实施深刻地影响着每个人的工作和生活，特别是重大公
共政策的提出、制定和实施，更是深刻地影响着一个国家、一个地区的经济社
会发展，影响着广大人民的根本利益。在我国的政治体制背景下，在朝着第二
个百年目标奋进的征程中，如何更有效地参与公共政策制定，既是我国多党合
作和政治协商制度、统一战线建设、社会主义协商民主等赋予民主党派的基本
权利，也是民主党派应尽的基本义务。民革四川省委紧紧围绕国家政权履行职
能、发挥作用，其主要目的是参与公共决策过程，进行利益表达和利益综合，
影响公共政策的制定和执行。时至今日，民革四川省委在激烈竞争的社会洪流
中，实现“四新”“三好”①最为重要、最为直观的具体体现之一就是参与和
影响公共政策制定的效果。相较于一般的社会团体、民间组织、公民个人，与
其他民主党派一样，民革四川省委具有的利益表达与利益整合功能，使其在公
共决策的参与中具有独特优势，这对于推进国家治理体系和治理能力现代化，
凸显中国政党制度的特色和优势，助力社会主义现代化建设，实现美丽中国梦，
具有重要作用。当前，“百年未有之大变局”加速演变、国际形势异常复杂、
国内改革发展任务十分严峻，新时代、新形势、新情况对执政党制定公共政策
的科学化、民主化提出了更高、更精、更实的要求，同时也对民革四川省委结
合自身特色实际，不断提升把握新发展阶段、贯彻新发展理念、融入新发展格
局的能力，提高建言资政的针对性和可行性，更高质量通过参与和影响公共政
策体现自身在国家中的地位与价值提出了新的要求。
本文以民主党派机关工作人员的视角，结合近年来对民主党派参与公共政
①四新:多党合作要有“新气象”,思想共识要有“新提高”,履职尽责要有“新作为”,参政党要有“新
面貌”。三好:各民主党派和无党派人士要做中国共产党的“好参谋、好帮手、好同事”。

策制定的研究成果以及实践经验，以民革四川省委参与公共政策制定工作为切
入点，运用协同治理理论、社会主义协商民主理论、公共选择理论、多源流理
论，采用文献研究法、问卷调查法、访谈法、案例分析法对民革四川省委自
1955年成立以来至今参与公共政策制定的历史进程和基本现状进行分析，总
结基本做法和已经取得的成效，同时提出存在的主要问题和存在问题的原因。
通过对100名民革党员的问卷调查，得出目前民革四川省委参与公共政策制定
存在的主要问题是：参与公共政策制定的积极性不高、参与公共政策制定的跨
区域跨部门跨层级联合不足、参与公共政策制定的渠道利用不充分、参与公共
政策制定的成效不明显等。结合本人工作实际提出改善民革四川省委参与公共
政策制定工作的对策建议，包括：树立正确认识，完善机制保障，加强人才队
伍建设等。
本文拓展协同治理理论、社会主义协商民主理论、公共选择理论、多源流
理论在民主党派参与公共政策制定中的运用和实践，关注民革党派参与公共政
策制定过程中的困境与成效，从民主党派省委会的参与角度进行探索和对比分
析研究，对于民主党派开展参与公共政策制定工作具有较强的参考借鉴价值。

The formulation and implementation of public policies profoundly affect
everyone’s work and life.In particular,the formulation,formulation,and
implementation of major public policies profoundly affect the economic and social
development of a country and a region,and affect the people’s life.Under the
background of our country’s political system,how to participate more effectively in
the formulation of public policies in the journey towards the second centenary goal
is endowed by our country’s multi-party cooperation and political consultation
system,united front construction,and socialist consultative democracy.The basic
rights of the democratic parties are also the basic obligations of the democratic
parties.As a participating party,the democratic parties closely focus on the
performance of the functions and functions of the state power.Its main purpose is
to participate in the public decision-making process,to express and integrate
interests,and to influence the formulation and implementation of public
policies.Today,the democratic parties have achieved the "four news"and "three
goods"in the fiercely competitive social currents.For "new actions",the
participating parties must have "new looks."Three Goods:All democratic parties
and people without party affiliation should be "good advisers,good helpers,and
good colleagues"of the Communist Party of China.]One of the most important
and intuitive manifestations is to participate in and influence the effects of public

expressing and integrating interests,which gives them unique advantages in
participating in public decision-making.This is useful for promoting the
modernization of the national governance system and governance capabilities,and
highlights China The characteristics and advantages of the party system play an
important role in helping socialist modernization and realizing the beautiful
Chinese dream.At present,the "big changes unseen in a century"are evolving
rapidly,the international situation is extremely complex,and the domestic reform
and development tasks are very severe.The new era,new situation,and new
conditions have put forward higher and higher standards for the scientific and
democratization of public policies formulated by the ruling party.More precise and
practical requirements,and at the same time,the democratic parties combine their
own characteristics and realities to continuously improve their ability to grasp the
new development stage,implement the new development concept,and integrate
into the new development pattern,improve the pertinence and feasibility of advice
and management,and more High-quality reflects its status and value in the country
by participating in and influencing public policies and puts forward new
requirements.
From the perspective of the staff of the democratic parties,this article
combines the research results and practical experience of the democratic parties’
participation in public policy formulation in recent years,and uses the multi-source
theory and public choice theory with the participation of the Sichuan Provincial
Committee of the National Revolutionary Committee in the formulation of public
policies.Employing literature research,questionnaire survey,interview,and case
analysis methods to analyze the historical process and basic status quo of the
Sichuan Provincial Committee of the People’s Republic of China in public policy
formulation since its establishment in 1955,and summarize the basic practices and
results that have been achieved.At the same time put forward the main problems
and the reasons for the problems.Through a questionnaire survey of 100members
of the National Revolutionary Revolutionary Committee,it is concluded that the
