国有企业在国民经济和国家发展中起着重要作用，其既有一般企业的企业盈利性，
又具有为国家、为社会公众服务的公共性。国有企业也是国务院和地方人民政府分别代
表国家履行出资人职责的国有独资企业、国有独资公司以及国有资本控股公司，包括中
央和地方国有资产监督管理机构和其他部门所监管的企业本级及其逐级投资形成的企
业，它是国民经济发展的中坚力量，是中国特色社会主义的支柱。建立完善国有企业经
营业绩考核制度，是党的十六大所提出的一项重要任务，温家宝总理就曾经强调:“要
建立和完善激励、约束机制，在国有企业中全面实行年度经营业绩责任制和任期经营责
任制，各地也都要对所监管的国有企业实行严格的经营业绩考核制度。”建立国有企业
经营负责人经营业绩考核制度是切实履行企业国有资产出资人职责，维护所有者权益，
落实国有资产保值增值的重要保障，也是提高国有企业竞争力的重要措施。
本文以 N 市市属国有企业 AB 集团为研究对象，AB 集团隶属于N 市人民政府领导，N
市人民政府授权 N 市人民政府国有资产监督管理委员会履行出资人职责，是具有独立法
人资格、自主经营、独立核算的国有独资集团有限责任公司。近年来，AB 集团全面落实
N 市委、市政府的决策部署，以工业高质量发展为契机，聚焦“强产业、强工业”这一
条主线，坚定不移承担起“N 市创新投资的引领者”和“N市工业高质量发展的主力军”
两项使命，团结集团全体干部职工，围绕“强管理、提规模、增效益”三项任务，做实
做强做优“产业投资与工业运营、园区开发与产城融合、资产运营管理”三大主业。
本文通过对AB 集团经营业绩考核体系的的分析和研究，发现了考核现状还是偏向
于定性的，每年都套用同一种考核方案，比较缺乏定量上的考核。从考核方案上看，考
核的方法比较偏向于关键指标法（KPI），但是每年的指标是固定不变的，没有根据企业
的发展去重新设计指标；从考核的过程上看，非财务指标相对缺乏约束力，没有能让企
业真正重视年度经营业绩考核，考核的结果也没有能真正反映企业在各领域上的经营情
况。同时也指出了 AB 集团在当前经营业绩考核体系上存在考核指标与企业发展目标之
间的关系不够紧密；非财务类指标的设置局限性较小；比较倚重财务类指标，未能体现
国有企业应承担的社会责任等存在问题。因此本文将通过平衡记分卡法（BSC）原理对
AB 集团经营业绩考核指标体系进项研究和优化。首先，分析 AB 集团目前经营业绩考核
的现状，找出缺陷；其次，运用平衡记分卡法（BSC）对从财务、客户、内部流程、学
I习与成长四个维度来进行指标分解，同时 AB 集团作为市属国有企业，社会责任是不可
缺少的一部分，AB 集团的经营业绩考核体系中存在没有体现应承担社会责任的问题，AB
集团作为市属国企，具有经营发展和社会公益双重性质，因此，相当有必要在年度经营
业绩考核中增加社会责任这一考核方向。最后结合参考市国资委颁布的经营业绩考核方
案和细则在新的考核指标体系建立的基础上，提出AB 集团经营业绩考核其他方面的优
化建议。

Abstract
State-owned enterprises play an important role in the national economy and national
development. They not only have the profitability of general enterprises, but also have the
public character of serving the country and the public. State-owned enterprises and the State
Council and local people;s government on behalf of the state respectively sponsor
responsibilities of wholly state-owned enterprises, wholly state-owned companies and
state-owned capital holding company, including the central and local state-owned assets
supervision and administration department and other departments of supervision enterprise at
the corresponding level and the level of investment enterprises, it is the backbone of national
economy development, It is a pillar of socialism with Chinese characteristics.
It is an important task put forward by the 16th National Congress of the Communist
Party of China to establish and perfect the performance appraisal system of state-owned
enterprises. Premier Wen Jiabao has stressed that we should establish and improve incentive
and restraint mechanisms, fully implement the annual performance responsibility system and
term of office responsibility system in state-owned enterprises, and all localities should also
implement strict performance assessment system for state-owned enterprises under their
supervision."The establishment of performance assessment system for managing directors of
state-owned enterprises is an important guarantee for fulfilling the responsibilities of investors
of state-owned assets, safeguarding the rights and interests of owners, and maintaining and
increasing the value of state-owned assets, as well as an important measure to improve the
competitiveness of state-owned enterprises. In this paper, the AB Group;s of N city as the
research object, AB Group;s is subordinate to the leadership of N City Municipal People;s
Government, and the State-owned Assets Supervision and Administration Commission of N
City Municipal People;s Government is authorized by N City Municipal People;s Government
to perform the responsibilities of investor. AB Group;s is a wholly state-owned group limited
