云南地区生产总值稳步提升,人民收入水平显著提高,越来越舍得花钱享受
生活,出行看美景,开拓视野。云南铁路客运业务现在实施战略是根据铁路“十
三五”发展规划文件制定,近年云南高铁动车线路越建越密,铁路速度越来越快,
大理、丽江、西双版纳、普者黑等著名旅游景点均陆续开行高铁动车,云南铁路
对国内外旅客吸引力显著提高,使得铁路和公路、航空、水路客运竞争加剧;2017
年中国铁路昆明集团有限公司挂牌成立,是铁路实行公司制改革史上又一里程碑,
客运业务外部环境和内部环境发生较大变化。
本文运用战略管理基础理论知识指导实践,认真分析中国铁路昆明局集团有
限公司客运业务外部环境和内部环境,发现运输距离在 100公里至 900公里间,
铁路比公路、航空运输价格便宜;运输距离在 100公里以内,铁路和航空不如公
路运输便捷灵活,设置客运站点较少;运输距离大于 900公里,铁路运输价格高
于公路运输和航空运输,最终选出最优竞争战略为差异化战略。实施客运业务差
异化战略主要是坚持开行公益性慢火车;提升客运服务人员综合素质,掌握多种
语言和民族歌舞;优化铁路进出站或换乘线路,实现铁路、公路、航空无缝衔接;
春运、暑运、周末、少数民族节日、外出务工时间段实行三张运输图,增加列车
投放频次,推出记次票和定期票;实施多元化经营,盘活铁路贵宾候车厅,推出
商务服务套餐;发挥高铁运能优势,实现云花、农果快速出滇,拉来旅客带动经
济发展等内容。

In this paper, the basic theory of strategic management is used to guide the practice,
and the careful analysis of the external and internal environment of China Railway

distance between 100 km and 900 km is cheaper than that of road and air transport.
Transport distance is less than 100 km, railway and air transport is not as convenient

of road transportation and air transportation. The optimal competition strategy is finally
