：军民融合上升为国家战略，开启经济建设和国防建设协调发 展的新征程，为衡阳带来了前所未有的发展机遇。衡阳作为军工大市， 具有军工产业历史悠久，基础扎实，人才技术力量较强等优势，紧紧 抓住政策机遇，以军民融合产业发展为突破口，将切实补齐衡阳工业 经济“短板”，助推全市经济社会发展。 衡阳市白沙绿岛军民融合产业园是2017年衡阳市委、市政府与 中核集团深度合作，共同打造国家级军民融合产业示范区—，该园以 二七二铀核产业为龙头，按照“一个基地两个片区”的方式开发建设， 分别打造核产业集约发展中心和公共服务中心，初步形成以核产业、 智能制造、光电信息、新材料、新能源产业为主导产业的总体格局。 目前，白沙绿岛军民融合产业园仍是一个初具雏形，各项机制体制、 配套设施尚不完备的园区，发展存在一系列问题。本文以军民融合、 战略研究理论、战略管理理论、产业集群等相关理论为基础，对白沙 绿岛产业园的发展战略进行研究。通过对产业园的优劣势分析，以及 面临的机遇和挑战，建立SWOT矩阵，对产业园的发展战略进行系统 研究和规划，提出了发展目标、战略定位、发展重点和产业规划布局 等，最后指出白沙绿岛产业园应以加强科学规划、充分依靠政府的监 管和调控、合理的运营模式、公共服务平台建设为战略实施途径，做 好政策措施制定、推动自主创新、加强人才培养及提高园区管理水平 等战略保障措施，推动产业园快速发展。 II 关键词：军民融合；发展战略；产业集群 III Hengyang Basha Green Island Military And Civilian Integration Industrial Park Development Strategy Research Liu Jing(Industrial and commercial management) Directed by Wang Tieli Abstract: military and civilian integration has become a national strategy and started a new journey of coordinated development of economic construction and national defense construction, bringing unprecedented development opportunities to hengyang.Hengyang, as a major military city, has the advantages of military industry with a long history, solid foundation and strong technical force of talents. It firmly grasps the policy opportunities and takes the development of civil-military integration as the breakthrough point, which will effectively supplement the "short board" of hengyang industrial economy and boost the economic and social development of the whole city.
