I 摘要 2010年，通用航空作为民航业的重要组成部分，被纳入国家重点培育发展的 方向。随着《关于深化我国低空空域管理改革的意见》等政策的颁布，确定了深 化低空空域改革的总体目标、阶段步骤与主要任务，对深化我国低空空域的管理 改革做出了战略部署。 四川省作为西南地区核心区域，为了提供高端的通用航空运营服务，并且建 立可以对全国的专业人才提供专业的通用航空培养的一个教育基地，在“十三五” 期间，四川将实施建成三十个以上各类的通航机场的计划，同时根据建成通航机 场的相关条件逐步建成五个航空小镇，高端的公务机产业基地、通用飞机组装基 地及航空产业园。本论文正是由四川省通用航空产业园规划发展的需求为动机， 从城市规划与产业规划的角度出发，对通用航空产园区的规划布局做一些思考。 本论文首先对通用航空产业园区规划相关的理论进行梳理，对国内外相关案 例进行了分析，总结出通用航空产业园区规划主要需解决合理产业定位与空间布 局的问题。接着以成都通用航空产业园区作为研究对象，对其内外环境及市场需 求进行了深入分析，找到其发展战略。通过对其有条件发展的产业、有产业基础 的产业与有市场需求的产业进行比对，找出了成都通用航空产业园区应发展的具 体产业。结合其发展战略，提出了其发展模式与发展路径即：成都通航园区应发 展成为，以飞行服务与维修保障为基础，通用航空研制为核心，通用航空运营为 依托的复合型全产业链通用航空产业园区。园区应优先完成通用航空机场的建设， 使之形成具备飞行服务与维修保障能力的同行飞行服务保障基地，再在此基础上 重点发展通用航空研制产业，同时支持和培育发展飞行培训、低空旅游、短途运 输与应急救援等相关产业。以此作为依据，再对园区相关区域的上位规划与自然 环境进行分析，结合圈层结构理论，对园区所选的产业进行布局。最终确定了 “一 带、两轴、两中心”的规划结构，并对园区的通航运营核心与产业发展轴上进行 了产业功能区的划分。 关键词：通用航空，产业规划，空间布局 ABSTRACT II ABSTRACT In 2010, as an important part of the civil aviation industry, general aviation was included in the direction of national key cultivation and development. With the promulgation of "opinions on deepening the reform of low altitude airspace management" and other policies, the overall goal, stage steps and main tasks of deepening the reform of low altitude airspace are determined, and the strategic plan for deepening the management reform of low altitude airspace in China is made. As the core area of Southwest China, in order to provide high-end general aviation operation services and establish an education base that can provide professional general aviation training for national professionals, Sichuan will implement the plan of building more than 30 kinds of general aviation airports during the 13th Five Year Plan period, and gradually build five according to the relevant conditions of building a general aviation airport Aviation Town, high-end business aircraft industrial base, general aircraft assembly base and aviation industrial park. Based on the demand of Sichuan general aviation industrial park planning and development, this paper makes some thoughts on the planning and layout of general aviation industrial park from the perspective of urban planning and industrial planning. Firstly, this paper combs the theories related to the planning of General Aviation Industrial Park, analyzes the relevant cases at home and abroad, and summarizes that the planning of general aviation industrial park mainly needs to solve the problems of reasonable industrial positioning and spatial layout. Then, taking Chengdu General Aviation Industrial Park as the research object, this paper analyzes its internal and external environment and market demand, and finds its development strategy. Through the comparison of the industries with conditions, industry foundation and market demand, the specific industries that Chengdu general aviation industrial park should develop are found out. Combined with its development strategy, the paper puts forward its development mode and path, that is, Chengdu TONGHANG industrial park should be developed into a comprehensive full industrial chain general aviation industrial park based on flight service and maintenance support, with general aviation development as the core and general aviation operation as the support. The park should give priority to the construction of general aviation airport, so as to form a peer flight service support ABSTRACT III base with flight service and maintenance support capabilities, and then focus on the development of general aviation development industry, while supporting and cultivating the development of flight training, low-altitude tourism, short-distance transportation and emergency rescue and other related industries. Based on this, the paper analyzes the upper planning and natural environment of the relevant areas of the park, and combines with the theory of circle structure to layout the selected industries of the park. Finally, the planning structure of "one belt, two axes and two centers" is determined, and the industrial functional areas are divided on the navigation operation core and industrial development axis of the park.
