随着人类对电能需求的日益增加,供电可靠性的要求也越来越高,为保障 电网的稳定运行,提供高质量的电能供应,兰州供电公司面临着前所未有的机 遇与挑战。人才是企业发展的重要因素,人力资源在企业发展改革过程中起着 至关重要的地位,变电检修中心作为兰州电网运行维护的主要技术力量,对人 员的要求和管理更是重中之重,我们必须放眼未来,通过绩效管理来着力培养 和锻炼高技能人才,营造正向激励和竞争意识。 针对中心目前面临的以下两个问题:第一是技术性人才培养和储备的过程 艰难、流失严重;第二是基层班组员工、各班班长竞争意识薄弱、过分安于现 状。现有的绩效考核方案,虽然初步效果不错,但是随着内外部环境的转变, 考核效果逐渐削弱,方案需进一步优化。本文通过对基层班组员工绩效考核方 案中考核对象范围的调整、指标选取及权重设计、指标体系评价标准与考核方 法、考核评价与反馈等对现有绩效考核方案进行优化,并在使用中取得较好的 考核效果。 优化后的绩效考核方案较之前更具有针对性,更符合专业性强的基层班组 员工的工作性质、能力要求和岗位责任,本文还提出了“特殊指标”和“特殊 员工”的概念,增强员工对绩效考核的认可度,激发员工的工作积极性和岗位 竞争意识,实现员工绩效和部门绩效、公司绩效的三位一体,共同提升。同时, 也对兄弟企业和专业性较强的部门的基层班组员工绩效考核方案具有参考意 义。 关键词:变电检修中心;基层班组员工;绩效考核指标体系;工作完成量 MBA学位论文作者:高莲君兰州供电公司变电检修中心基层班组员工绩效考核方案的优化研究 II RESEARCHONTHEOPTIMIZATIONOFTHE PERFORMANCEAPPRAISALSCHEMEOFTHEBASIC STAFFOFLANZHOUPOWERSUPPLYCOMPANY SUBSTATIONMAINTENANCECENTER Abstract Withtheincreasingdemandforelectricenergy,thereliabilityofpowersupply isalsomoreandmorehigh,inordertoprotectelectricitythestableoperationofthe networkprovideshighqualitypowersupply.Lanzhoupowersupplycompanyis facedwithunprecedentedopportunitiesthechallenge.Talentisanimportantfactor inthedevelopmentofenterprises,andhumanresourcesplayacrucialroleinthe processofenterprisedevelopmentandreformimportantposition,asthemain technicalforceoflanzhoupowergridoperationandmaintenance,substation maintenancecenterisrequiredforpersonnelandmanagementismoreimportant,we mustlooktothefuture,throughperformancemanagementtofocusontrainingand trainingskillsabilitytocreatepositivemotivationandasenseofcompetition.
