目前,在我国政策性银行业务中,绝大部分是政策性信贷业务,也是其发挥政策 性职能的根本途径。政策性银行若想在复杂多变的国内政策及国际经济环境中生存下 来甚至赢得主动权和领导地位,加大国家政策规定领域的支持力度,如何加快业务处 理质效则是其必须面对的首要问题。目前,传统政策性银行其现有信贷业务流程模式 较为陈旧,重复流程和低效率的工作标准导致难以适应新的市场和竞争环境。政策性 银行业务流程改革是当务之急。 论文框架引用DMAIC模型,包括D(定义)、M(测量)、A(分析)、I(改善)、C (监控)五个阶段,然后通过现有业务流程的改进以提高服务质量和效率。本文中笔 者以某政策性银行X银行GX分行为研究,通过对其信贷业务流程现状的解析,其业务全 流程主要分为贷前受理调查、审查审议审批和授信后管理三个大的环节,根据“总行 指导、省负总责”原则,该一级分行职能基本涵盖了该银行全部经营范围。本文通过 收集GX分行实际办贷案例并结合理论分析的方式,采用DMAIC模型将其现有信贷业务流 程进行详细的逐项分析。经过诊断研究发现,该行存在如下几个方面问题:调查评估 方法传统且低效、人员素质参差不齐、贷款审查标准不够明确、完全无纸化办贷并未 实现、业务流程分工不明确、信贷业务制度官僚化导致“办事难”。根据分析结果提 出了信贷业务流程改进方案。 论文研究为政策性银行信贷业务流程优化提供了一些理论上的参考,使得信贷业 务质效在一定程度上得以提高,银行与客户之间的联系更加紧密,帮助政策性银行在 市场化环境中继续发挥政策性职能具有一定的指导作用。研究从整体上全面的对信贷 业务流程提出了改良方案,以一家传统政策性银行为例,给出了比较有针对性和实践 意义的研究结论。 关键字:政策性银行信贷业务业务流程DMAIC五阶段 2 II ResearchofBankxGXbranchcreditbusinessprocess basedonDMAICwithfivestages ABSTRACT Atpresent,inChina'spolicybankingbusiness,policycreditbusinessisinthemain position,itisthefoundationofpolicybanks,thedevelopmentofcreditbusinessplaysacrucial roleinthelong-termstabledevelopmentofpolicyBanks.IfpolicyBankswanttosurvivein thecomplexandchangeabledomesticpolicyandinternationaleconomicenvironment,even wintheinitiativeandadvantage,andobtainandqualityoffinancialservices.So,abolishingthe tediouscreditbusinessprocess,thatis,improvingthebusinessprocessmustbeoneofthe importantmeasures.ItisanurgentandnecessarywayforpolicyBankstoimprovetheircredit proceduresintime. TheframeworkofthispaperreferstotheDMAICmodel,itcoversfivestagesof definition,measurement,analysis,improvementandcontrol,anditimprovesservicequality andefficiencybasedonbusinessprocessimprovement.ThispapertakesGXbranchofXbank astheresearchobject,firstly,itanalysesthepresentsituationoftheGXbranch’scredit businessprocess,includingthesurveybeforeloan,theexaminationandreviewproceduresand post-loanmanagementprocess,founditisatthestageofrapiddevelopmentofbusiness,its approvalpowercanbasicallysatisfythecreditbusinessneedsofgeneralcustomer,butbased onthewholeandothervariousaspectsreasonsofXbank,GXbranchofXbank’sprocessis complicatedandtedious,whichleadtothelowcreditbusinessprocessefficiency,sometimes evencanleadtocustomerdissatisfactionorlostthebusiness.Thispaperstudiesthe improvementmanagementofcreditbusinessprocessinGXbranchofXbank,includingpre- loaninvestigation,reviewandpost-loanmanagement.Bycombiningtheoryandcaseanalysis, thispaperconductsin-depthdiscussionanddiagnosticresearchonthestatusandexisting problemsofitscreditbusinessprocesswithDMAICmodel.Throughtheprocess diagnosis,fiveproblemswerefound:notpayingattentiontocustomerdemand,notpaying attentiontotheapplicationofbigdatastatisticalanalysis,notpayingattentiontothe improvementofbusinessprocesses,nottakingtheinitiativetocarryoutinimprovement schemeofcreditbusinessprocessbasedonDMAICmodelisproposed. 2 III creditbusinessprocessimprovementofpolicyBanks,itplaysaguidingrolein improvingtheoverallefficiencyandqualityofbankrelationship,improvingservicequality andrealizingthechangeandtransformationofprocessmanagement,andhelpingthepolicy Bankstopalyapolicy-orientedfunctionsinthemarketenvironment.Thefeatureand innovationofthispaperliesinthecomprehensivefocusontheimprovementandmanagement ofcreditbusinessprocess,andselecttheGXbranchofXbank,whichisatypicallargepolicy bank,astheresearchobject,theresearchresultsarespecificandhavepracticalvalue.
