在民航强国建设背景下,S市机场近几年获得了飞速发展,安全运行是机场发展的重要保 障,机场飞行区道面作为机场范围内体量最大且最重要的基础设施,是机场运行保障的重中之 重。本文以提升机场飞行区道面评价管理水平为基本出发点,基于信息感知技术,结合技术管 理理论和已有经验,突破传统的以性能为导向的被动管理思路,重点对机场飞行区道面性能状 态评价管理过程进行优化,规范评价体系,创新评价信息采集方法,提升评价管理水平。 论文总结国内外研究成果,在行业管理规范及技术管理理论基础上,分析了S市机场飞行 区道面性能状态评价现状和需求,探讨了S市机场飞行区道面性能状态评价存在的问题,设计 了S市机场飞行区道面性能状态评价管理优化方案,并制定了S市机场飞行区道面性能状态评 价指标体系,明确了评价标准;在此基础上,引入主动信息感知技术优化了评价指标计算方法, 并进一步基于传统信息感知技术与主动信息感知技术融合应用,在S市机场飞行区开展了实证 研究,验证了其可行性。结果表明,本文提出的S市机场飞行区道面性能状态评价管理方案优 化了该市机场飞行区道面性能状态的评价能力,进一步提升了S市机场飞行区道面性能状态的 评价管理水平,并有效支撑了该市机场飞行区的运行、维护和管理工作。 关键词:机场飞行区道面, 信息感知, 评价, 标准, 技术管理 南京航空航天大学硕士学位论文 III ABSTRACT Under the background of building a strong civil aviation nation, the airport of S city has developed rapidly in recent years. Safe operation is an important guarantee for airport development. As the largest and most important infrastructure in the airport area, the airfield pavement is the top prioritized guarantee for airport operation. In this paper, based on the information perception technology, combining with the technology management theory and the existing experience, we break through the traditional passive performance-oriented management idea, focus on optimizing the performance evaluation management process of the airfield pavement performance evaluation, standardize the evaluation mechanism, innovating the evaluation information collection methods, and improving the evaluation management level. Through summarizing and analyzing the research results of domestic and foreign scholars and institutions, based on industry management regulation and technology management theory, this paper analyses the current status and demand of S city airfield pavement on the basis of information perception, elaborates the existing problems of the airfirld pavement performance evaluation in S airfield, and designs optimization plan of the airfield pavement performance evaluation management. Meanwhile establishes the evaluation indicator system of the airfield pavement performance, defines the evaluation criteria, optimizes the evaluation indicator calculation method via introducing active information perception method, further more, based on the integration of traditional information perception technology and active information perception technology, the validation assessment is carried out in S airfield area, and the solution is proved feasible. The result demonstrates that the performance evaluation management system of S city airfield proposed in this paper optimizes the evaluation ability of the airfield pavement performance, further improves the evaluation management level of the city airfield pavement, and effectively supports the operation, maintenance and management of the city airport flight area.
