纵观全球经济发展,数字化、云服务、网络融合等第五代信息技术正悄无声 息地影响着人们日常生活中的每一个“细胞”,万物互联的时代已经到来,信息化 程度的高低,俨然成为衡量一个国家现代化水平及综合国力的重要指标。改革开 放以来,我国经济正走向腾飞,随着信息技术与产业化的深度融合,不仅促进了 社会经济的发展,也对新时期党的建设提出了新的要求。2018年全国组织工作会 议、《2016—2020年全国组织系统信息化工作规划》和党的十九大报告中多次提到 要善于运用互联网技术和信息化手段开展工作,党建信息化作为“网络强国”战 略的重要组成部分,具有跨时代的历史意义。 江西LM软件研发服务公司,2015年成立,注册资金3000万元,是国内一家 专注党建信息化系统平台研发服务的企业。公司一直致力于运用大数据技术,服 务基层党建工作。近年来,受产品、技术、外部环境等方面的影响,公司正面临 着市场竞争加剧、产品单一等问题的困扰,笔者作为公司发展的决策层,如何引 领企业可持续发展,在激烈的市场竞争中立于不败之地是当前思考的首要问题。 本文基于战略管理理论,在借鉴前人研究的基础上,阅读了大量文献,运用 PEST分析模型和五力分析模型,立足国内党建信息化领域宏观发展和企业内外部 环境的角度构建SWOT分析矩阵,对企业发展战略进行规划调整。现阶段,公司 总体上应选择SO增长型战略,在业务层面,聚焦党建信息化领域,积极推动扩张 型市场开发战略,通过目标集中与特色优势战略相结合的方式,夯实主业,创新 业务服务,加强内部管理,打造以党建信息化平台为核心的“党建生态圈”,形成 涵盖基层网格化治理、便民服务、智慧养老、智慧政务服务等领域的产品体系, 实现多元化发展。其次,在公司职能部门层面,注重品牌建设和客户关系管理, 确保公司的资金链运转通畅,同时,规划储备战略型人才,增强技术创新能力, 为全面战略实施奠定坚实的基础。 本文认为,江西LM软件研发服务公司发展战略应具备四个方面的实施保障 措施。一是优化公司人才结构,创新考核机制,以提升企业的战略执行能力;二 是重视风险防控,强化制度建设,为企业发展保驾护航;三是塑造企业文化,增 强团队向心力;四是完善财务体系,提升运转效率,为企业战略实施提供财务保 障。 关键词:软件研发服务行业;党建信息化;战略管理;企业发展战略 2 Abstract A review of the world economic development, shows that 5G technologies such as digitization, cloud services, online finance are quietly affecting every "cell" in people's daily life, the era of all things interconnected has arrived, the informationization level has become a measure of a national modernization level and an important indicator of social development level. Since China's reform and opening up, China's economy has been taking off. With the deep integration of information technology into industrialization, it not only promoted the development of social economy, but raised new requirements for the party's construction in the new period. Work should carried out skillfully by means of internet technology and informationization, which was mentioned more than once at National Conference on organization Work for 2018, Planning on informationization Work for National Conference on Front for 2016-2020. As an important part of the strategy of network power, the informationization of party building has an epoch-making historical significance. Jiangxi LM Software R&D Service Co., Ltd. was founded in 2015 with a registered capital of 30 million yuan. It is a domestic enterprise focusing on the R&D and service of the party building informationization system platform. The company has been committed to the use of big data technology to serve the grassroots party building work. In recent years, due to the influence of products, technology and external environment, the company is facing the problems of intensified market competition and single product. As the decision-maker of the company's development, how to lead the sustainable development of the company and remain invincible in the fierce market competition is the primary problem to be considered. This paper, based on the theory of strategic management and on the basis of previous studies, reading a large amount of literature, using the PEST analysis model and the five forces analysis model, based on the macro development in the field of party building and informationization from the perspective of the internal and external environment of the enterprise has constructed SWOT analysis matrix, and planned and adjusted the development strategy of the enterprise. First at this stage, the company should choose SO overall growth strategy, focusing on the business level party building informationization, and actively promoting expansive market development strategy, and through the combination of focusing targets and advantageous strategy with characteristics, strengthen its main business, innovative business services, strengthen 3 internal management, to build an" ecological circle of the party building" with party building informationization system platform as the core. A product system covering grassroots grid governance, convenience services, smart elderly care, smart government services and other fields will be formed to achieve diversified development. Second at the level of functional departments, the company pays attention to brand building and customer relationship management, so as to ensure the smooth operation of the company's capital chain. At the same time, the company plans and reserves strategic talents, enhancing the ability of technological innovation to lay a solid foundation for the implementation of the overall strategy. In this paper, the development strategy of Jiangxi LM Software R&D Service Company should have four aspects of the implementation of the safeguarding measures. First, optimize the talent structure of the company, innovate the assessment mechanism in order to enhance the strategic execution ability of the enterprise; Second, attach importance to risk prevention and control, strengthen system construction to escort the development of the enterprise; Third, shape the corporate culture and enhance the centripetal force of the team; The fourth is to improve the financial system and improve operational efficiency to provide financial guarantee for the implementation of enterprise strategy.
