完善产权制度,通过实现产权有效激励、要素自由流动、竞争公平有序,为各类要 素市场注入新的活力,是目前我国经济体制改革重点和难点问题。以我国目前农村产权 改革为例,通过土地所有权、承包权、经营权 “三权”分置的产权制度改革,明确了 产权权属关系,为推动农村土地经营权流转奠定了基础。山东作为国资大省,长期以来 国有企业改革是重头戏,将有效产能向优势企业和优势地区集中,是开展国企改革的重 点工作之一。山东产权交易市场设立于2003年,通过存量资产市场化流转,推进企业 混改、增资扩股、并购重组,引进先进技术、市场资源、优秀人才和科学的管理模式, 在推动山东省“三去一降一补”方面发挥了积极、重要作用。但从山东产权交易市场发 展情况来看,政策性业务占主导地位,市场化业务交易规模较小,创新业务开拓不足等 情况不容乐观。 本文通过对产权交易相关理论进行研究,对国内外产权、产权制度相关理论研究成 果进行了梳理,从理论方面对产权、产权交易的特性进行探讨;其次,查阅相关资料, 与部分国企管理层、高校专家人员进行座谈,整理形成了山东产权交易市场发展历程、 业务现状,并对山东产权交易市场主要业务板块经典案例进行了分析,也提出了目前山 东产权市场面临的主要问题,如市场定位、交易业务模式、资源整合等方面问题;第三, 通过对问题进行分析,借鉴产权行业相关经验,从产权交易模式创新的三个维度对山东 产权市场准确定位、加强业务创新、提高核心竞争力进行分析,提出完善交易服务体系、 优化交易流程、加强人才队伍建设等对策建议,为山东产权交易市场及全国产权交易机 构发展提供经验借鉴。 关键词:产权交易;服务模式;业务创新 I Research on The Innovation of Exchange Business Mode of Shandong Property Right Exchange Market. Abstract The report of the Nineteenth National Congress put forward that the reform of the economic system must focus on perfecting the property right system and the marketization of the elements, so as to realize the effective incentive of property right, the free flow of the elements, the fair and orderly competition, and inject new vitality into the market of all kinds of factors. Taking the current rural property right reform in China as an example, through the reform of the property right system of land ownership, contract right and management right, this paper clarifies the property right ownership relationship and lays a foundation for promoting the circulation of rural land management right. Through the development of property rights market, we can see that only through the free flow of all kinds of factor resources can we realize the optimal allocation of resources and give full play to their value. As a big province with state capital, the reform of state-owned enterprises in Shandong Province for a long time has been an important part. It is one of the key tasks to carry out the reform of state-owned enterprises to concentrate the effective production capacity to superior enterprises and more advantageous areas. Shandong property Rights Exchange Center was established in 2003, through the stock assets marketization circulation, inefficiency, idle assets more than 200 billion yuan; through the promotion of enterprise mixed reform, capital expansion, mergers and acquisitions and other financing methods to introduce more than 60 billion yuan of external funds. During this period, the synchronous introduction of advanced technology, market resources, outstanding talents and scientific management mode has played an active and important role in promoting "three go, one drop and one supplement" in Shandong Province. After years of development, has developed into a collection of capital transactions, factor transformation, public investment banking and social services "four-in-one" specialized enterprise groups. But according to the development of Shandong property right transaction center, the policy business is dominant, the scale of market-oriented business is small, and the situation of innovation business is not optimistic. Based on the analysis of the current situation of Shandong property market, the typical cases of each business sector, and the relevant experience of property right industry, this paper aims at the accurate positioning of Shandong property right market, strengthening business II innovation, and improving the core competitiveness. From the aspects of perfecting the transaction service system, optimizing the transaction flow and strengthening the construction of talent team, the author puts forward some countermeasures and suggestions, which can provide experience and reference for the development of Shandong property right market and national property rights trading institutions.。。。。。。以下内容略
