S航空公司飞行签派中心是国有企业S航空公司下属运行指挥中心的一个核 心部门,长期以来,因为企业管理层对于绩效管理的认知不足,导致错误地以绩 效考核替代绩效管理,忽视了绩效管理其它环节的工作,而且绩效考核本身也存 在以偏概全的情况。在此背景下,本文针对S航空公司飞行签派中心的绩效管理 问题进行深入探讨。 本文首先分析了当前该国有航空企业在绩效管理方面的现状和问题,从而探 讨其产生的根源。本文通过问卷调查的形式,总结出飞行签派中心存在绩效制度 比较多而杂但没有重点,绩效考核综合指标设置不合理,绩效管理过程没有形成 闭环管理,绩效管理的激励作用不够明显的问题。 其次,在分析企业绩效管理相关问题的过程中,探究出主要的原因在于职能 部门和人力资源部门缺乏联动,导致绩效管理边缘化,绩效管理没有形成完整的 体系,绩效考核指标没有体现劳动效率。 在针对问题和原因的分析的基础之上,笔者通过深入调研并咨询人力资源专 家,提出了具体的实施方案,构建了以公司战略为导向的绩效管理体系。过战略 解码将指标层层分解,科学选取了人均保障航班量同比、额外油合理性、航班跟 踪及时性等突出劳动效率的指标。在绩效管理过程中形成3次沟通和讲评避免绩 效管理边缘化。同时,以积分制考核结果明确细化员工对企业的贡献,营造公平 公开的“法治”而非“人治”的考核环境,将绩效考核结果和激励机制挂钩并应 用在薪酬分配、职务职级管理、评优评先等方面。形成绩效目标设定、绩效实施 过程监控、绩效评价和考核、绩效反馈和结果应用的闭环绩效管理。总支,通过 科学合理的进行管理,不断提升飞行签派中心的组织效率,进而提升企业竞争力。 最后笔者期望本文的研究能够为国有航空企业改善绩效管理的模式提出比
