近些年来,国内水行业发生了巨变,商业模式呈现出了多元化发展趋势。供水企 业面临着激烈的市场竞争。TJ的水务行业虽然得到了不断地发展,但与国际、国内大 城市水务行业相比,还存在许多问题。针对存在的问题,本文基于整合视角,提出 TJ水务发展的战略对策。 论文以TJ水务集团为研究对象,主要运用企业战略等相关学术理论,认真梳理 水务行业的发展趋势,通过对TJ水务集团现状进行剖析,和对企业宏观经济环境、 政策环境、法律规定、市场化、水务行业竞争格局、水务行业未来发展趋势等外部环 境进行梳理,总结出外部环境存在的机会和威胁,然后对企业发展历程、组织结构、 资源、文化以及市场地位等内部环境进行分析,归纳出企业存在的优势和劣势,采用 SWOT分析法,得出TJ水务集团具有很好的内部条件以及良好的外部机遇,应采用 SO战略。在此基础上,分析了战略选择影响性因素,明确了TJ水务集团的战略选择 的原则、战略目标和战略对策。结合SWOT战略分析模型,并根据相关影响因素,提 出TJ水务集团的发展战略,即TJ水务集团七大业务版块打造:统筹规划引滦入津、 南水北调两大原水资源,保障水质、加强管理,提供优质、高效的供水服务,加强污 水回收再利用,统一工程建设和环境治理标准,将我市原水、自来水、水务投资等单 位进行整合,便于发挥水务统一资源、统一管理、统一运营、统一建设的协同优势, 建立全国一流水务集团。最后,根据企业发展需要,提出TJ水务集团发展战略顺利 实施的基本支持性措施。 关键词:水务行业;SWOT分析;发展战略 ABSTRACT In recent years,great changes have taken place in the domestic water industry,and the business model has shown a trend of diversified development.Water supply enterprises are facing fierce market competition.Although the water industry in TJ has been developing continuously,there are still many problems compared with the water industry in international or domestic big cities.Aiming at the existing problems,this paper puts forward the strategic countermeasures of TJ water affairs development from the perspective of integration. In this Paper,TJ Water Resources Groups the main research object,by using the theory of enterprise strategy and related academic,carefully combing the development trend of water sector.Firstly analyze the current situation of TJ Water Resources Group, and then sort out the external environment such as enterprise macroeconomic environment, policy environment,law,market,water industry competition pattern future development trend of the water sector,making conclusion of the opportunities and threats existing in the external environment,and then to analyze the internal environment such as enterprise development course,organization structure,resource,culture and market position,summing up the advantages and disadvantages of enterprise existence.By using the method of SWOT,it is concluded that TJ Water Resources Group has good internal conditions and good external opportunities,SO strategy should be adopted. On this basis,the influencing factors of the strategic choice are analyzed,and clarify the principles,objectives and countermeasures of TJ Water Resources Groupbined with the SWOT strategy analysis model,and according to the related influence factors,put forward the development strategy of TJ Water Resources Group,the seven business sections of TJ Water Resources Group:overall planning Luan he River entering TJ,south-north water diversion project to ensure water quality,strengthen management provide good quality and efficient service of water supplying,strengthening sewage recycling,unified engineering construction and environmental management standards.Integration of raw water,tap water and water investment units in our city.Easy to play a role in unified water resources,unified management,unified operation,unified construction synergy,to establish the national first-class water group.Finally,according to the enterprise development needs,the author puts forward the basic supporting measures for the smooth implementation of the development strategy of TJ Water Resources Group.
