随着我国烟草行业的发展到了瓶颈期,通过单方面扩大生产规模、增加市 场占有率,提升企业利润已经逐渐变得不太可行。而招评标采购,作为烟草工业 企业物资采购供应链的源头,在源头上降低采购成本在行业里还有很大的空间。 在“互联网+”背景下,2019年初,云南中烟与阿里巴巴事业部合作,开 发“云南中烟企业商城”,目前商城正在试验及研究阶段,系统开发尚未成熟。 作为HH烟草集团“互联网+采购模式”试点推进小组主要成员,参与了 该平台流程制定、结果分析、优化研究等重要工作,该论文的主要研究对象为结 合线下招评标案例对该模式的优化研究。 本文采用对比分析法及案例分析法,对线下招评标模式从需求提报、招标文 件编制、抽取评标委员会、开标、评标、确定中选供应商等多个环节存在的问题 进行剖析。 在新系统中,模拟招投标全过程得出招标结果,从招标主体、投标主体、评 标主体、评标办法四维度进行优化,分析两种采购模式的优劣及招标结果的对比。 关键词:招评标模式,“互联网+”招标采购,非生产性物资 昆明理工大学专业学位硕士学位论文互联网+背景下HH烟草集团招评标模式优化研究 II Abstract WiththedevelopmentofChina'stobaccoindustryreachingabottleneckperiod, itisnotfeasibletounilaterallyexpandtheproductionscaleandincreasethemarket sharetoincreasetheprofitofenterprises.Asthesourceofmaterialprocurement supplychainfortobaccoindustryenterprises,thereisstillalotofroomforreducing procurementcostsatthesource. Inthecontextof"Internetplus",inthebeginningof2019,Chinatobaccoyunnan cooperatedwithalibababusinessdivisiontodevelop"Chinatobaccoyunnan enterprisemall".Currently,themallisinthetrialandresearchstage,butthesystem developmentisnotyetmature. AsthemainmemberofHHtobaccogroup's"Internet+procurementmodel" pilotpromotionteam,Iparticipatedintheimportantworkoftheplatformprocess formulation,resultanalysis,optimizationresearch,etc.Themainresearchobjectof thispaperistheoptimizationresearchofthismodelbasedonofflinebiddingand evaluationcases. Thispaperadoptscomparativeanalysismethodandcaseanalysismethodto analyzetheproblemsexistingintheofflinebiddingandevaluationmodefromthe aspectsofdemandsubmission,preparationofbiddingdocuments,selectionofbid evaluationcommittees,bidopening,bidevaluation,anddeterminationofselected suppliers. Inthenewsystem,thebiddingresultsareobtainedbysimulatingthewhole processofbiddingandtendering,andtheadvantagesanddisadvantagesofthetwo procurementmodelsandthecomparisonofthebiddingresultsareanalyzedfrom thefourdimensionsofbiddingsubject,biddingsubject,bidevaluationsubjectand bidevaluationmethod.
