I 摘要 随着科技进步和经济发展,信用卡的用卡场景不断丰富,信用卡业务早已成 为商业银行创造中收的重点业务。信用卡业务虽然可以创造较高收益,但随之而 来的就是较高的风险,且风险贯穿信用卡业务的发卡、支付、应用等整个流程, 只要出现风险,就必然会由发卡银行、收单机构、持卡人、特约商户等诸多主体 中的一方承担损失,影响到其经济利益。I银行是一家大型商业银行,L分行属 其二级分行,该银行的信用卡业务起步较早,发展迅速,业务种类较为完善。L 分行同时扮演着发卡机构和收单机构的双重角色,也面临着信用卡业务风险的压 力,急需提升信用卡业务的风险管理能力。 本文主要采用文献研究法和案例分析法对I银行L分行信用卡业务风险管理 问题进行研究。首先,查阅国内外关于信用卡业务的文献,对前期相关的研究进 行梳理,简要介绍相关的理论基础;其次,对L分行进行实地调查,与相关业 务负责人员深入沟通,详细了解L分行信用卡业务的发展现状以及特约商户Y 商行盗刷的典型案例;再次,分析L分行信用卡业务主要面临的风险,发卡业 务风险主要有:经办人员未尽职尽责、中介代办、冒办冒领冒用、恶意透支、违 规用卡等,收单业务风险主要有:商户准入不严、商户私自移机、伪冒卡交易、 非面对面交易、非法套现等;最后,围绕风险点,从内部机制和外部环境两个方 面提出L分行改善信用卡业务风险管理的对策及建议,包括:加强对持卡人和 特约商户的管理、提高从业人员的业务素质和风险意识、完善风险管理制度、开 展金融安全知识宣传、加强行业间交流协作、健全相关法律法规体系、完善个人 征信系统建设等等。 以上有针对性的对策建议可以指导该银行持续改进信用卡业务风险管理策 略,化解其内部防范机制不健全、风险意识不到位、制度管理不严格等问题,促 使其风险管理水平不断提升,使L分行信用卡业务的发展越来越稳健,进而使 得L分行的综合实力逐步增强。 关 键 词:信用卡;发卡业务;收单业务;风险管理 论文类型:应用类 选题来源:其他 ABSTRACT II ABSTRACT With the progress of science and technology and the development of economy, the credit card has become more and more abundant, and the credit card business has already become the key business in the commercial bank's creation. The credit card business can create higher income, but it is the higher risk, and the risk passes through the whole process of card issuance, payment, application and the like of the credit card business, so long as the risk is present, the card issuing bank, the acquirer institution and the cardholder are necessary. A party in a number of main bodies, such as a special merchant, is responsible for the loss and affects the economic benefits thereof. I bank is a large commercial bank, and L branch is its second-level branch. The bank's credit card business starts early, develops rapidly, industry The types of services are relatively perfect. L branch plays the dual role of card issuer and order receiving agency, and also faces the pressure of credit card business risk, so it urgently needs to improve the risk management ability of credit card business. This paper mainly uses the literature research method and the case analysis method to study the credit card business risk management of I bank L branch. First of all, refer to the literature on credit card business at home and abroad, sort out the previous relevant research, briefly introduce the relevant theoretical basis; secondly, carry on the field investigation to L branch, communicate deeply with the responsible personnel of related business, understand the development present situation of credit card business of L branch in detail and the typical case of special merchant Y firm stealing brush; Thirdly, it analyzes the main risks faced by the credit card business of L Branch. The main risks of the card issuing business are as follows: the operators do not exercise due diligence, the intermediary agent, the false use, Malicious overdraft, illegal use of cards and so on, the main risks of receipt business are: merchants access is not strict, merchants transfer machines, counterfeit card transactions, non-face-to- face transactions, illegal cash, and so on; Finally, around the risk point, this paper puts forward the countermeasures and suggestions of L Branch to improve the risk management of credit card business from two aspects of internal mechanism and external environment, including strengthening the management of cardholders and special merchants, improving the professional quality and risk awareness of employees, perfecting the risk management system, carrying out financial security knowledge ABSTRACT III publicity, strengthening inter-industry exchanges and cooperation, and perfecting the relevant laws and regulations system. The above countermeasures and suggestions can guide the bank to continuously improve the risk management strategy of credit card business, resolve its internal prevention mechanism is not perfect, risk awareness is not in place, system management is not strict and so on, promote its risk management level to improve continuously, make the development of credit card business of L branch more and more steady, and then make the comprehensive strength of L branch gradually strengthen.
