2008年全球金融危机之后，钢铁工业得益于国家实施的量化宽松货币刺激 政策，普遍实施了加大杠杆的快速扩张策略，钢铁产量也随着城市化进程快速 增长。但是近年来，由于国内经济增速持续下行，钢铁企业前期上马的项目逐 渐投产，钢铁行业出现严重的产能过剩和供需失衡的情况。2015年，国家工业 信息化部发布数据显示，我国钢铁行业进入普遍亏损状态，2016年钢铁企业普 遍出现产销双降、钢材价格持续下跌、企业资产持续下降的问题。并进一步引 发大额亏损、资产负债率过高、融资困难等问题，钢铁工业出现全行业危机。 钢铁工业属于第二产业中重资产型工业，资产体量大，吸纳劳动力多，产 品应用广泛，对其他各行业有着不可替代的作用，在国民经济体系中属于支柱 型产业。当前钢铁行业面临的危机，也会进一步传导至上下游行业，同时由于 钢铁企业债务多为银行借款的原因，又会引发金融机构的风险。由此，国家出 台了供给侧机构性改革战略，并提出将“三去一降一补”作为重点工作任务。 在企业运营过程中，一般都会选择背负一定的负债，运用一定的财务杠杆， 来为企业提供资金，为股东带来超额回报。但是债务规模一旦失控，尤其在市 场环境不佳的情况下，就会给企业经营带来风险。钢铁行业作为重资产行业， 更偏向于使用较高的财务杠杆，钢铁行业更需有效控制自身债务风险。 文章在对A钢铁集团公司深入了解的前提下，对其2015-2018年度财务报 表的各类财务指标进行了全面的分析。研究其在新经济形式、新政策格局下负 债经营所面对的诸多风险，运用Ｚ-score模型对企业债务风险进行定量评估和分 析总结。分析A钢铁集团公司债务风险过高的原因，并针对问题产生的原因， 参考行业内其他公司的措施，有针对性的提出化解A钢铁集团公司债务风险的 应对原则、策略和保障措施，以期为A钢铁集团公司有效化解自身债务风险提 供一套行之有效的措施建议，也为其他钢铁企业控制负债经营风险提供有益思 路。文章仅就A钢铁集团公司债务问题进行展开研究，不涉及战略层面问题。 关键词：钢铁企业；债务风险；去杠杆 II Abstract Aftertheglobalfinancialcrisisin2008,thesteelindustrybenefitedfromthe quantitativeeasingmonetarystimuluspolicyimplementedbythecountry,and generallyimplementedarapidexpansionstrategytoincreaseleverage.Steel productionalsoincreasedrapidlywiththeurbanizationprocess.However,inrecent years,duetothecontinuousdownwardgrowthofthedomesticeconomy,theprojects launchedbysteelcompaniesintheearlystageshavegraduallybeenputinto operation,andthesteelindustryhasexperiencedseriousovercapacityandimbalances insupplyanddemand.In2015,theMinistryofIndustryandInformationTechnology releaseddatashowingthatmycountry'ssteelindustryenteredagenerallossstate.In 2016,steelcompaniesgenerallysufferedfromdoubleproductionandsales,steel pricescontinuedtofall,andcorporateassetscontinuedtodecline.Andfurthercaused problemssuchaslargelosses,highasset-liabilityratios,anddifficultiesinfinancing, andthesteelindustryexperiencedawholeindustrycrisis. Theironandsteelindustryisaheavy-assetindustryinthesecondaryindustry.It hasalargeassetvolume,absorbsalotoflabor,andhasawiderangeofproduct applications.Ithasanirreplaceableroleinotherindustriesandisapillarindustryin thenationaleconomy.Thecurrentcrisisfacingthesteelindustrywillbefurther transmittedtotheupstreamanddownstreamindustries.Atthesametime,becausethe debtsofsteelcompaniesaremostlybankloans,itwillalsocauseriskstofinancial institutions.Asaresult,thecountryissuedasupply-sideinstitutionalreformstrategy, andproposedto"threegoonedroponesupplement"asakeytask. Duringtheoperationofanenterprise,itgenerallychoosestocarryacertain amountofliabilitiesandusecertainfinancialleveragetoprovidefundsforthe enterpriseandbringexcessreturnstoshareholders.However,oncethescaleofdebtis outofcontrol,especiallyinapoormarketenvironment,itwillbringriskstothe company'soperation.Asaheavyassetindustry,thesteelindustryismoreinclinedto usehigherfinancialleverage,andthesteelindustryneedstoeffectivelycontrolits owndebtrisk. III Onthepremiseofin-depthunderstandingofASteelGroupCompany,thearticle conductedacomprehensiveanalysisofvariousfinancialindicatorsofits2015-2018 financialstatements.Tostudythemanyrisksfacedbyitsdebtmanagementunderthe neweconomicformandnewpolicystructure,andusetheZ-scoremodelto quantitativelyevaluateandanalyzethecorporatedebtrisk.AnalyzethecausesofA SteelGroup’sexcessivedebtrisk,andrefertothemeasuresofothercompaniesinthe industryaccordingtothecausesoftheproblem,andputforwardtargetedprinciples, strategies,andsafeguardstoresolveASteelGroup’sdebtrisk,withaviewtoAIron andSteelGroupCompanyeffectivelyresolvesitsowndebtrisks,providesasetof effectivemeasuresandsuggestions,andalsoprovidesusefulideasforothersteel companiestocontroltheoperationalrisksofliabilities.Thearticleonlyconducts researchonthedebtproblemsofASteelGroupCompany,anddoesnotinvolve strategicissues.
