-I- 摘要 建立具有战略导向的科学的绩效考核体系是企业保持战略性竞争优势的重要课 题,可以提高企业内部管理水平和生产质效。T公司是全球最大的桥梁架设设备、重 型起吊设备、特种运输车辆和管片模具的设计和制造企业之一,近年来,受宏观经 济因素影响,T公司的装备机械制造等主营业务发展受阻,公司效益有所下滑。如何 优化公司的绩效考核体系,加强内部管理,充分激发人力资源潜力,成为企业深化 改革、适应市场竞争的必然要求。 论文主要研究了T公司原有绩效考核体系存在的问题,构建一套以KPI为基础 的、科学的绩效考核体系,为企业高效运转提供指导意见。 首先,论文提出了研究背景和研究意义,概括了国内外研究现状,明确了本文 的研究内容和研究方法。然后论述了绩效、绩效考核、绩效考核指标体系、考核方 法等相关理论研究情况。 其次,论文分析了T公司的基本情况和绩效考核现状,通过问卷调查分析T公 司绩效考核体系和考核过程中存在的主要问题。 接着,论文从绩效考核体系的设计原则和设计流程、各层绩效考核指标的选择 与确定、绩效考核指标的赋权几个方面研究,分别对T公司高层管理者、部门负责 人、员工的KPI进行优化设计。 最后,论文从组织保障、文化保障、制度保障、平台保障四个方面论述了T公 司绩效考核体系的实施保障。 关键词:绩效;KPI;绩效考核体系设计 燕山大学工商管理硕士学位论文 -II- ABSTRACT Theestablishmentofastrategicandscientificperformanceevaluationsystemisan importanttasktoimprovetheinternalmanagementlevel,productionqualityand efficiencyandmaintainstrategiccompetitiveadvantage.Tcompanyisoneoftheworld's largestdesignandmanufacturingenterprisesofbridgeerectionequipment,heavylifting equipment,specialtransportvehiclesandpipedie.Inrecentyears,dueto macroeconomicfactors,Tcompany'smainbusiness,suchasequipmentandmachinery manufacturing,hasbeenimpeded,anditsbenefithasdeclined.Howtooptimizethe company'sperformanceappraisalsystem,strengtheninternalmanagementandfully stimulatehumanresourcepotentialhasbecomeaninevitablerequirementforenterprises todeepenreformandadapttomarketcompetition. Thispapermainlystudiestheproblemsexistingintheoriginalperformance appraisalsystemofTcompany,buildsasetofscientificperformanceappraisalsystem basedonKPI,andprovidesguidancefortheefficientoperationofthecompany. Firstofall,thepaperputsforwardtheresearchbackgroundandsignificance, summarizestheresearchstatusathomeandabroad,andclarifiestheresearchcontentand researchmethodsofthispaper.Thenthepaperdiscussestherelatedtheoreticalresearch onperformance,performanceappraisal,performanceappraisalindicatorsystemand appraisalmethod. Secondly,thepaperanalyzedthebasicsituationandperformanceassessmentstatus ofTcompany,andanalyzedthemainproblemsexistingintheperformanceassessment systemandassessmentprocessofTcompanythroughquestionnairesurvey. Then,thispaperstudiesthedesignprinciplesanddesignprocessoftheperformance appraisalsystem,theselectionanddeterminationofperformanceappraisalindicatorsat alllevels,andtheempowermentofperformanceappraisalindicators,andoptimizesthe KPIofTcompany'sseniormanagers,departmentheadsandemployees. Abstract -III- Finally,thepaperdiscussestheimplementationguaranteeofTcompany's performanceappraisalsystemfromfouraspects:organizationalguarantee,cultural guarantee,institutionalguaranteeandplatformguarantee.
