本文从供应链融资理论出发,提出供应链金融在解决中小企业融资问题中 的作用和意义,即供应链金融作为一种新型融资工具,是提升中小企业融资绩 效的重要切入点。而发展供应链融资担保业务,也成为担保机构自身业务改革 创新、转型发展的重要突破口。 本文采用案例分析法,对HN担保公司通过开展海尔经销商买方信贷担保业 务推动中小企业发展的实践进行了研究。总体来看,HN担保公司海尔经销商买 方信贷担保业务实施效果较好,成效显著,担保风险基本可控,但在公司层面 和业务层面的信用风险管理环节仍然存在一些问题及不足。具体来讲,HN担保 公司存在内部组织架构设置和职责配置不合理、担保产品设计先天不足、经销 商信用评价体系评价维度不全面、担保定价缺乏弹性且缺少违约惩戒机制、保 后管理流于形式和信息化建设滞后等六个方面的问题。本文提出相应的信用风 险管理对策,包括成立家电经销商买方信贷担保事业部搭建专业化的运营团队、 通过产品创新实现担保业务闭环管理、构建经销商综合信用评价体系、建立声 誉机制合理定价、开展远程保后管理、融合现代信息技术建设客户运营管理平 台等。 通过海尔经销商买方信贷担保的业务实践,HN担保公司摸索出“财务公司 +担保机构”的中小企业融资解决方案,实现了产业链上相关方的多方共赢,为 解决中小企业融资问题提供了新的研究思路,也为担保机构和金融机构的业务 转型进行了有益的探索。 关键词:中小企业融资;供应链金融;买方信贷担保;信用风险管理 II Abstract Based on the theory of supply chain finance, this paper puts forward the role and significance of supply chain finance in solving the financing problems of smes.As a new financing tool, supply chain finance is an important entrance to improve the financing performance of smes. The development of supply chain financing guarantee business has also become an important breakthrough in the business reform, innovation, transformation and development of guarantee institution. This paper studies the practice of HN guarantee company in promoting the development of smes by developing the buyer's credit guarantee business of Haier dealers. Generally speaking, the implementation effect of the buyer's credit guarantee business of Haier dealers is good, with remarkable effect and controllable guarantee risk. However, there are still some problems and deficiencies in the credit risk management of the business. HN guarantee company has six problems,such as unreasonable internal organizational structure and responsibility allocation, inherent deficiency of guarantee product design, incomplete evaluation dimension setting in dealer credit evaluation system, lack of flexibility of guarantee pricing and default penalty mechanism, formalized guarantee management and the lag of information construction. This paper puts forward the corresponding credit risk management countermeasures, including the establishment of Haier dealers buyer's credit guarantee business department to build a professional operation team, the realization of closed-loop management through product innovation, the construction of dealers' comprehensive credit evaluation system, the establishment of a reasonable pricing reputation mechanism, remote post-guarantee management, and the use of modern information technology to carry out customer operation management system. Through the business practice of Haier dealers buyer's credit guarantee, HN guarantee company has explored the financing solution of "financial company + guarantee institution" for smes, which has realized the multi-win situation of related parties in the industrial chain. It provides a new research idea for solving the III financing problem of smes, and also conducts a beneficial exploration for the business transformation of guarantee institution and financial institution.。。。。。。以下内容略
