近几年我国高速铁路建设发展迅速，高速铁路建设对城市发展和站点周 边地区开发具有重要的现实意义。 本文通过分析应用TOD、ROD、三个发展区等 理论与机制，结合国内外 成功经验和类似案例，从项目的开发定位、功能圈层与空间结构、用地规模、 开发强度、开发时序等方面探索国内Ⅱ型大城市及H公司保定高铁新区项目 土地开发策略，提出对国内类似高铁新区项目土地开发利用的建议。 论文主要包含五章，第一章阐述研究背景，提出关键问题，明确研究目 的和意义，总结国内高铁新区土地开 发相关问题；第二章明确相关概念，对 高铁新区开发策略要素和相互关系进行分析；第三章分析国内外类似高铁新 区开发策略要素，即开发定位、功能圈层与空间结构、用地规 模、开发强度、 开发时序等，总结提出Ⅱ型大城市高铁新区开发策略；第四章对H公司保定 高铁新区项目开发策略要素，即开发定位、功能圈层与空间结构、用地规模、 开发强 度和开发时序等进行研究；第五章分析开发策略的保障措施；最后为 研究结论，明确H公司保定高铁新区项目开发策略，提出国内Ⅱ型大城市高 铁站区土地开发策略建议。 目前 ，我国已有大量Ⅱ型大城市拥有高铁交通站点，站点周边地区正在 建设中，保定作为区域特征明显的Ⅱ型大城市，研究其高铁新区土地开发策 略和利用规律，可为H公司保定高铁 新区项目确立明确开发方向，同时也对 我国正在建设和将要建设的同类型城市高铁站点周边土地开发提供参考和借 鉴。 关键词：高铁新区；土地开发；开发策略 哈尔滨工业大 学高级管理人员工商管理硕士学位论文 -II- Abstract China'shigh-speedrailwayconstructionisboominginrecentyears.The constructionofhigh- speedrailwayhasimportantpracticalsignificanceonurban developmentandtheexplorationofstationsurroundings.
