近年来,我国危化品行业生产安全事故频发,反映出我国危化品企业管理 粗放、安全意识不强的问题,同时也暴露出了危化企业在企业应急管理能力建 设方面的存在的严重短板。本文以危化品生产企业的应急管理能力建设作为研 究对象,通过总结国内外现有应急管理相关理论及文献,在综合考虑危化企业 应急能力要求及其影响因素的基础上,结合危化企业生产和事故特点,建立起 危化企业应急能力评价备选指标体系。同时,运用德尔菲专家调查法确定危化 企业应急能力评价指标,并运用层次分析法确定指标权重。最后,以湖南省工 业气体生产企业Z公司为案例,基于前述的危化企业应急管理能力评价指标体 系对Z公司进行问卷调查,运用层次分析法对Z公司的应急管理能力建设情况 进行了客观评价,指出了Z公司目前在企业应急管理方面所存在的突出短板, 并针对性地提出了提升企业应急管理能力的建设性措施。研究结论如下: (1)结合危化品生产企业的生产特点和应急管理现状,从应急监测预警能 力、应急准备能力、应急响应能力和应急恢复能力等四个方面入手,通过分析 影响危化品生产企业的主要因素,构建了适合危化品生产企业的应急指标评价 体系,该指标体系共包含4个一级指标和20个二级指标。 (2)在构建指标体系的基础上,本文以湖南省某工业气体生产企业Z公司 为例,通过德尔菲法和层次分析法确定了指标体系的权重,从而确定了各一级 指标和二级指标的重要性排序。最后,本文通过向有关行业专家、Z公司管理 人员等发放问卷,对Z公司的应急管理能力现状进行了打分评价。 (3)利用指标体系中各指标的权重数据和Z公司问卷调查所得的评分结 果,通过综合评价法对Z公司的应急管理能力进行量化评分,其最终结果为 72.56分。 (4)研究结果表明Z公司的应急管理能力较为一般,且在应急监测预警 能力和应急响应能力方面的得分结果存在突出短板,需要大力加以改进和完善。 根据Z公司的应急管理能力评价结果,本文认为Z公司在应急监测预警方面应 着重提高风险监测和识别能力,构建完善的应急监测预警机制。在应急准备方 面,应加强急组织管理能力建设,构建顺畅的应急响应机制。针对应急响应能 力较为低下的情况,本文认为Z公司应努力提升救援技术和装备水平的专业化 水平,加强应急救援队伍和应急物资保障能力建设,并加强应急演练和培训, 提升企业整体安全意识和应急处置能力。 关键词:危化企业;应急管理;能力评价 IV Abstract Inrecentyears,China'shazardouschemicalindustryproductionsafety accidentsfrequentlyoccur,reflectingtheproblemofextensivemanagementand risk-awarenessofChina'shazardouschemicalsenterprises,andalsoexposingthe weaknessofdangerousenterprisesintheconstructionofenterpriseemergency managementcapabilities.Thispapertakestheemergencymanagementcapacity buildingofhazardouschemicalsproductionenterprisesastheresearchobject.By summarizingtheexistingliteratureandemergencymanagementtheoryathomeand abroad,itconsiderstheinfluencingfactorsofemergencyresponsecapabilityof criticalchemicals,meetstherequirementsofemergencyresponsecapabilityand combinestheproductionandaccidentsofhazardousenterprises.Onthebasisofthe characteristics,analternativeindicatorsystemforemergencyresponseassessmentof hazardousenterprisesisestablished.Atthesametime,theDelphiexpertsurvey methodisusedtodeterminetheemergencycapabilityevaluationindicatorsof hazardousenterprises,andtheanalytichierarchyprocessisusedtodeterminethe indexweights.Finally,takingtheZcompanyofHunanindustrialgasproduction enterpriseasanexample,usingtheabove-mentionedevaluationindexsystemand analytichierarchyprocessofemergencymanagementcapabilityofhazardous enterprises,theobjectiveevaluationofZcompany'semergencymanagement capacityconstructionwascarriedoutthroughquestionnairesurvey,pointingoutZ companycurrentlyhasoutstandingshortcomingsinenterpriseemergency management,andproposesconstructivemeasurestoimproveenterpriseemergency managementcapabilities.Theresearchconclusionsareasfollows: (1)Combiningtheproductioncharacteristicsandemergencymanagementstatus ofhazardouschemicalproductionenterprises,startingfromfouraspects:emergency monitoringandearlywarningcapability,emergencypreparednesscapability, emergencyresponsecapabilityandemergencyrecoverycapability,throughanalysis ofthemainfactorsaffectinghazardouschemicalsproductionenterprisesFactors,the constructionofanemergencyindexevaluationsystemsuitableforhazardous chemicalsproductionenterprises,theindexsystemcontainsatotaloffourfirst-level indicatorsand20second-levelindicators. (2)Onthebasisofconstructingtheindexsystem,thispapertakestheZ companyofanindustrialgasproductionenterpriseinHunanProvinceasanexample, V anddeterminestheweightoftheindicatorsystembyDelphimethodandAHP,thus determiningthefirstlevelindicatorsandthesecondlevel.Theorderofimportance oftheindicators.Finally,thispaperevaluatesthestatusquoofZcompany's emergencymanagementcapabilitiesbyissuingquestionnairestorelevantindustry expertsandZcompanymanagementpersonnel. (3)Usingtheweightdataofeachindicatorintheindicatorsystemandthescore resultsobtainedbytheZcompanyquestionnaire,thecomprehensiveevaluation methodisusedtoquantifytheemergencymanagementabilityofZcompany.The resultsshowthatZcompany'semergencymanagementabilityscoreis72.56, indicatingZcompany'semergencymanagementcapabilitylevelisrelativelygeneral, andthereareprominentshortcomingsintheresultsofemergencymonitoringand earlywarningcapabilitiesandemergencyresponsecapabilities,whichneedtobe improvedandimproved. (4)AccordingtotheevaluationresultsofZcompany'semergencymanagement capability,thispaperbelievesthatZcompanyshouldfocusonimprovingrisk monitoringandidentificationcapabilitiesinemergencymonitoringandearly warning,andconstructasoundemergencymonitoringandearlywarningmechanism. Intermsofemergencypreparedness,itisnecessarytostrengthenthecapacity buildingofemergencyorganizationmanagementandbuildasmoothemergency responsemechanism.Inviewoftherelativelylowemergencyresponsecapability, thispaperbelievesthatZCompanyshouldstrivetoimprovethelevelof specializationofrescuetechnologyandequipmentlevel,strengthentheconstruction ofemergencyrescueteamsandemergencymaterialssupportcapabilities,and strengthenemergencydrillsandtrainingtoenhancetheoverallsafetyawarenessof enterprises.Emergencyresponsecapability.
