自2001年加入WTO之后,我国逐步成长为世界第二大经济体,并深度融入全球供应链 体系。在此期间,我国的整个市场经济体制越来越健全,市场竞争 逐渐趋向资源整合化、效 益化的方向发展,我国在全球供应链体系中的位置也随之前移。在此基础上,供应链管理应 运而生、蓬勃发展,并为国内经济系统生产力水平的大幅提 高做出了重要贡献。事实证明, 我国经济的高质量发展与高水平的供应链管理助推密切相关,特别是东部、南部沿海地区, 经济得以快速发展,一个重要的原因就是企业受益于 当地便捷的交通和高效的供应链管理。 近年来,在全球经济增速下滑、周期性金融危机频繁冲击的影响下,贸易保护主义现象 不断抬头,各国之间的贸易摩擦不断增多,使部分 供应链体系遭受重创,部分行业企业运行 也因此近乎瘫痪。从而在现有环境下,对于企业来说,经营中稍有不慎就会遭受供应链的损 失,原有的简单粗放式供应链管理逐步被淘 汰,这无疑对供应链管理提出了更高的要求。 为此,本文以专为央企提供原材料供应链服务的A公司为例,对供应链业务风险及其管 理的相关问题进行较为深入地研究,以期为A 公司及其它企业构建供应链管理体系提供借鉴。 首先,从A公司的日常经营情况入手,对它目前的发展现状进行分析,找出其面临的问题和 原因。其次,识别A公司经营业务中的 风险因素。通过多种研究方法相结合,构建A公司的 风险体系并评估。最后,提出相对应的风险应对措施,帮助A公司降低风险,优化企业整体 经营状况,提高企业核心竞争能力 。 关键词:供应链管理,风险管理,风险识别,管理体系 2 Abstract SinceChinajoinedtheWTOin2001,ithasgraduallysteppedastheworld'ssecondlargest economyandfurtherintegratedintotheglobalsupplychainsystem.Assuch,thewholemarket economicsystemofChinahasbeenfurtherimproved,andthemarketcompetitiongraduallytends tothedirectionofresourceintegrationandbenefitdevelopment,andChina'spositionintheglobal supplychainsystemhasalsomovedforwardaccordingly.Andthen,thesupplychainmanagement arisesatthehistoricmoment,withgreatadvance,whichhasalsomadegreatcontributiontothe productivityimprovementofdomesticeconomicsystem.Asthingsstand,thehighqualityof China'seconomyiscloselyrelatedtothehighlevelofsupply- chainmanagementdrive,especially inthesoutheasterncoastalregion,whererapideconomicgrowthdependsoncompaniesbenefiting fromconvenientlocaltransportationandefficientsupply-chainmanagement. Amidtheimpactoftheglobaleconomicslowdownandthefrequentimpactofperiodic financialcrisesinrecentyears,tradeprotectionismhasemergedoneafteranotherandtrade frictionsamongcountrieshavebeenontherise,whichhasseverelydamagedsomesupplychains andparalyzedtheoperationofsomeindustriesandenterprises.Withrespecttothecurrentsituation, forenterprises,theslightestmistakeintheoperationmaysufferthelossofsupplychain,the originalsimpleextensivesupplychainmanagementisgraduallyeliminated,whichundoubtedly putsforwardhigherrequirementsforsupplychainmanagement. TakingAcompanythatprovidesrawmaterialsupplychainservicesforcentralenterprisesas anexample,thispaperconductsamorein- depthstudyonsupplychainbusinessrisksandrelated issuesofmanagement,inordertoprovidereferenceforAcompanyandotherenterprisestobuild supplychainmanagementsystem.Firstofall,accordingtothedailyoperationsituationofA company,thispaperanalyzesitscurrentdevelopmentstatusandfindsouttheproblemsandcauses itfaces.Secondly,thispaperidentifiestheriskfactorsinthebusinessofAcompany,andintroduces avarietyofresearchmethodstobuildtherisksystemofAcompanyandcarriesouttheassessment. Finally,theauthorputsforwardcorrespondingriskcountermeasurestohelpAcompanyreducerisks, optimizetheoverallbusinessstatusoftheenterprise,andimproveitscorecompetitiveness.
