长春农商银行信用卡业务风险管理研究 我国从1985年发行第一张信用卡开始,迄今短短三十多年的历史,信用 卡业务却出现了跨越式的惊人增长 ,人均持卡量和交易规模屡创新高,各大银行 对信用卡的发展前景普遍看好,不断加入和扩大信用卡业务以谋取更高的利润, 但随之而来的是信用卡不良率节节攀升,信用卡风 险事件不断发生,使信用卡风 险管理逐渐成为了各大银行工作的重心。目前银行是我国信用卡唯一的发卡机 构,但由于银行规模、发展战略、组织结构等各方面的差异,风险管 控程度有强 有弱,信用卡的不良率高低不一。长春农商银行作为一家区域性银行,拥有地域 上的独特优势,也存在规模、资金等劣势,因而面对日益激烈的信用卡发卡竞争, 风 险管理面临着更为严峻的考验,同时也值得作为一个典型案例进行研究。 本文首先阐述了文章的研究背景和意义,由于近年来信用卡业务越来越受 到各家银行的青睐,可面对信 用卡违约问题的不断增加,风险管理问题也日益受 到重视。接下来介绍长春农商银行的现状并对其现有的风险管理模式进行分析, 通过对信用卡的风险识别机制、风险评估体系 以及风险防控措施三方面内容深 入调查研究发现存在的问题.并且针对长春农商银行存在的问题进行成因分析, 发现问题体现在对风险的认识不够、意识不强,风险管理的体系建 设不完善以及 整体的人员素质不高。其次根据相应的问题提出的改进策略,包括全面加强风险 管理意识、建立健全风险管理体系、完善人才培养及队伍建设和优化信用卡业务 风 险管理全流程。最后通过对长春农商银行信用卡业务现状的介绍,找出信用卡 业务在风险管理问题方面存在的问题及其成因,从而给出相应的改进策略,能为 长春农商银行的信 用卡发展提供一些意见和建议。 IV 本课题中的研究有助于推动银行风险管理研究,通过对信用卡业务风险管 理进行分析和探讨,为银行业风险管理管理的相关理论和方法对进行 改进的思 路提供了参考。 关键词: 信用卡业务,信用风险,风险管理 V ABSTRACT Reach on Credit Card Business Risk Management of Changchun Rural Commercial Bank Since China’s first credit card was issued in 1985, in the short history of more than 30 years, the credit card business has witnessed an astonishing growth. Per capita card holdings and transaction scale have repeatedly reached new highs. Major banks have developed credit cards. The prospects are generally optimistic. We continue to join and expand the credit card business in order to obtain higher profits. However, with this, the non-performing rate of credit cards is rising, and credit card risk events continue to occur, making credit card risk management gradually become the focus of major banks. . At present, banks are the only issuer of credit cards in my country. However, due to differences in bank scale, development strategy, organizational structure and other aspects, the degree of risk control is strong or weak, and the non-performing rate of credit cards varies. As a regional bank, Changchun Rural Commercial Bank has unique geographical advantages, but also has disadvantages such as scale and capital. Therefore, in the face of increasingly fierce credit card issuance competition, risk management is facing a more severe test, and it is also worthy of being a Research on typical cases. This article first explains the research background and significance of the article. In recent years, credit card business has become more and more popular among banks. Faced with the increasing problem of credit card defaults, risk management issues have also received increasing attention. Next, I will introduce the current situation of Changchun Rural Commercial Bank and analyze its existing risk management model. Through in-depth investigation and research on the three aspects of credit card risk identification mechanism, risk assessment system and risk prevention and control measures, the existing problems are found. Finally, through the introduction of the status quo of the credit card business of Changchun Rural Commercial Bank, we find out the problems and their causes of the credit card business in terms of risk management issues, and give corresponding improvement strategies, which can provide some opinions and suggestions for the development of the credit card business of Changchun Rural Commercial Bank.
