商业银行的个人住房贷款业务自开办以来,因其资产质量相对较高、业务综合贡 献较强、收益稳定等特点,一直作为商业银行非常重要的一种优质贷款,是金融机构 大力发展的贷款种类之一。2008 年以来,伴随着国家及地方政府相关的政策红利以 及人们投资渠道的多样化,我国的房地产市场得到了飞速发展,很多城市的房屋成交 量屡创新高。与此相关,各商业银行的个人住房贷款业务的体量和规模都日益增长, 个人住房贷款余额在银行总贷款余额的占比逐渐上升。随着个人住房贷款业务规模的 不断增长,其自身存在的风险点也不断暴露。由于该业务的风险特点具有集中性,问 题一旦爆发,就会对银行的贷款质量造成极大的冲击,在很长时间内制约着银行信贷 业务的健康发展。因此,如何做好风险把控,在业务发展的同时降低风险,是金融机 构所必须面临的问题。 以 Z 银行 L 分行为例,在 L 地区受大环境影响、城市自身发展、棚户区改造等有 利因素下,L 分行个人住房贷款业务实现了跨越性发展,贷款余额和贷款增量都创了 历史新高。随着越涨越高的房价和越做越多的业务,以抵押形式为主的个人住房贷款 风险管理存在的问题也不断放大。尽管在国家的强制调控之下,近两年的全国房屋交 易市场逐渐降温,2019 年 L 地区的房屋成交量更是大幅下降,但是 Z 银行 L 分行的 个人住房贷款业务经过粗犷性的发展,存量业务的数目已非常可观。因此如何精细化 的管理日渐增长的资产规模、构筑完善的资产质量管控体系已经迫在眉睫。 正是在上述背景下,本文作者作为具有个贷条线前、中、后台工作经验的个贷从 业人员,以 Z 银行 L 分行为调研对象,重点分析 L 分行发生过的一起个人住房贷款风 险案例,通过对案例的研究分析以及结合作者自身从业经验,提出防控措施,并给 Z 银行 L 分行个人住房贷款业务健康平稳发展给出建议。 关键词:Z 银行 L 分行;个人住房贷款;风险管理Z 银行 L 分行个人住房贷款风险管理案例研究 I ABSTRACT Since its inception, the personal housing loan business of commercial Banks has been regarded as a very important high-quality loan for commercial Banks and one of the loan types vigorously developed by financial institutions due to its relatively high asset quality, strong business comprehensive contribution and stable income. Since 2008, China's real estate market has been developing rapidly with the policy dividends of national and local governments and the diversification of investment channels. The housing transaction volume in many cities has reached new highs repeatedly. Related to this, the volume and scale of personal housing loan business of all commercial Banks are growing day by day, and the proportion of personal housing loan balance in the total loan balance of Banks is gradually increasing. With the continuous growth of the scale of personal housing loan business, its own risk points are constantly exposed. As the risk characteristics of this business are concentrated, once the problem breaks out, it will have a great impact on the loan quality of the bank, which will restrict the healthy development of the bank credit business for a long time. Therefore, how to do a good job of risk control, in the business development at the same time reduce the risk, is the financial institutions must face the problem. Taking Z Bank L Branch as an example, under the influence of the overall environment, urban development, shantytown reconstruction and other favorable factors, the personal housing loan business of L Branch has achieved leap-forward development, with both the loan balance and the loan increment reaching a record high. With rising house prices and more business, the problems in risk management of personal home loans, mainly in the form of mortgages, are also magnified. In spite of the gradual cooling of the national housing transaction market in the past two years under the mandatory regulation of the state, and the housing transaction volume in The Region L has dropped significantly in 2019, the personal housing loan business of Z Bank L Branch has been developed in a rough way, and the stock business has been quite substantial. Therefore, it is extremely urgent to manage the increasing asset scale and build a perfect asset quality control system. Is under the above background, the author of this article as a personal loan line before, during, the background of experience of personal loans from personnel of course of study, with the bank of Z, L as research object, analyzed the L branch cases happened in personal housing loan risk together, through the analysis of the case and combining with the author'sABSTRACT II own experience, put forward the prevention and control measures, and to give the bank of Z, L steady and healthy development of personal housing loan business advice is given.
