-I- 摘要 绩效考核是绩效管理的核心内容,合理有效的绩效考核体系已经成为公司解决 人力资源管理问题的主要途径之一,能够切实提高员工的工作积极性,确保公司目 标的实现。新疆循环能源有限公司是针对塔里木油田油气开发过程中从事放空天然 气回收的企业,其生产人员数量众多,是公司效益的直接创造者。但公司针对生产 人员的绩效考核还存在不足,影响员工对绩效考核的满意度,不利于提高其工作积 极性。因此,亟需对公司生产人员绩效考核进行优化,更好地发挥绩效考核应有的 作用。 本文基于绩效考核的相关理论对新疆循环能源有限公司生产人员绩效考核进行 研究。对公司生产人员绩效考核现状分析的基础上,通过问卷调查分析生产人员绩 效考核中存在主要问题,一是考核主体较为单一,二是考核指标设计与岗位工作内 容联系度较低,三是考核标准模糊不清,四是考核结果运用存在“平均主义”,激 励效果不佳。导致问题产生的主要原因在于公司绩效考核观念落后、没有单独人力 资源管理部门、考核缺乏监督、缺少考核沟通反馈。进而遵循相关优化原则、运用 关键绩效指标法(KPI)重新设计了公司不同生产岗位绩效考核指标、考核准则、指 标权重。确定的公司生产人员考核业绩指标包括指令响应、执行操作、设备维护、 数据管理、现场管理五个方面;工作能力指标包括基本知识水平、业务能力、创新 能力三个方面;工作态度指标包括服从性、责任感、认真性、主动性四个方面。最 后,为确保本文设计的绩效考核方案能够顺利实施,提出五项保障措施。 关键词:生产人员;绩效考核;考核指标;关键绩效指标 燕山大学硕士学位论文 -II- Abstract Performanceappraisalisthecorecontentofperformancemanagement.Areasonable andeffectiveperformanceappraisalsystemhasbecomeoneofthemainwaysfor companiestosolvehumanresourcemanagementproblems.TheTarimOilfieldhasbeen regardedbyeconomistsastheenergyeconomicarteryofwesternChina.Xinjiang RecyclingEnergyCo.,Ltd.isanenterpriseengagedintherecoveryofventednaturalgas duringtheoilandgasdevelopmentprocessoftheTarimOilfield,ithasalargenumberof productionpersonnel,asthedirectcreatorofthecompany'sbenefits.However,the company'sperformanceassessmentforproductionpersonnelisstillinsufficient,which affectsthesatisfactionofemployeestotheperformanceassessmentandisnotconducive toimprovingtheirworkenthusiasm.Therefore,itisurgenttooptimizetheperformance assessmentofthecompany'sproductionpersonnel,andbetterplaytheroleofperformance assessment. ThispaperoptimizestheperformanceappraisalofproductionstaffinXinJiangcycle energyco.,LTDbasedontherelevanttheories.Firstly,analysisofthecurrentsituation andfoundthemainproblemsthroughtheissuanceofthequestionnaire.Theproblems includetherelativelysinglenuclearsubject,thelowdegreeofconnectionbetweenthe assessmentindexdesignandthejobcontent,thevagueassessmentcriteria,andthe "equalitarianism"intheapplicationofassessmentresults.Themainreasonsarethe backwardconceptofperformanceappraisal,theabsenceofaseparatehumanresource managementdepartment,andthelackofsupervisionandcommunicationfeedbackinthe appraisal.Secondly,basedoncertainoptimizationprinciples,theperformanceevaluation index,evaluationcriterionandindexweightofeachproductionpostwereredesigned.The company'sperformanceindicatorsincludecommandresponse,execution,equipment maintenance,datamanagementandsitemanagement.Theindicatorsofworkingability includebasicknowledgelevel,businessabilityandinnovationability.Theindicatorsof workattitudeincludefouraspects:obedience,responsibility,conscientiousnessand initiative.Finally,inordertoensuretheimplementationoftheperformanceappraisal programdesignedinthispaper,fivesafeguardmeasuresareproposed.
