2015年8月在“全面推动全域旅游的战略部署”下,国家全域旅游示范区创建工作 也正式拉开帷幕,接下来创建工作经历了全面展开、扎实推进和创建 验收三个阶段,截 止2019年7月,在505家资格单位中71家获得“国家全域旅游示范区”称号的认定。 本文在研究这几年的全域旅游理论文献和全过程管理的基础上,结合全域旅 游示范区创 建发展的历程,国家相关发展全域旅游的政策文件,众多创建单位的案例,系统的梳理、 归纳创建全过程管理的内容体系。配合思维导图的方式直观展示不同层面管 理的要点和 难点,为从事全域旅游研究的专家学者、创建单位、主管部门和规划编制单位提供参考, 为地方全域旅游发展建言献策。 文章从全域旅游的背景和发展历程,业内专 家学者的研究成果,创建实践的收获和 缺失,提出课题研究的目的、意义、重点和难点,确定了全过程管理的九大管理板块, 构建了全域旅游示范区创建全过程管理的体系,选 择全过程管理体系中的供给体系、公 共服务、一票否决项等方面的内容深入分析,并结合实际案例针对不同层面的管理要害 分别总结得失。梳理了创建过程各项管理工作,指出 关键所在。最后从政府管理、规划 引导和实施策略三个方面提出了相应对策、措施和建议。包括领导机制、协调机制、多 规融合、土地供给、金融支持、品牌营销等多项具体内 容。 关键词:全域旅游;国家全域旅游示范区;全过程管理;供给体系;公共 服务 II THE EXPLORATIONON ON THE WHOLE PROCESS MANAGEMENT OF THE ESTABLISHMENT OF NATION GLOBAL TOURISM DEMONSTRATION AREA ABSTRACT In August 2015, under the "comprehensive promotion of the strategic deployment of global tourism", the creation of national global tourism demonstration area officially started. Next, the creation went through three stages: comprehensive development, solid promotion and establishment acceptance. As of July 2019, 71 of the 505 qualification units won the title of "National global tourism demonstration area". Based on the study of the theoretical documents and the whole process management of global tourism in recent years, combined with the process of the establishment and development of the global tourism demonstration area, the relevant national policy documents for the development of global tourism, many cases of the founding units, the systematic sorting and induction of the content system of the whole process management. The key points and difficulties of different levels of management can be visualized in the way of mind map. It provides reference for experts and scholars, founding units, competent departments and planning units engaged in the research of global tourism, and provides suggestions and suggestions for the development of local global tourism. From the background and development of global tourism, the research results of experts and scholars in the industry, the harvest and lack of practice, the paper puts forward to the purpose, significance, key points and difficulties of the research, determines the nine management sections of the whole process management, and constructs the whole process management system of the global tourism demonstration area, then selects the supply system, public service and one vote veto in the whole process management system, whichare analyzed in depth.The gains and losses of different levels of management key points are summarized based on the practical cases. This paper reviews the management of the creation process and points out the key points. Finally, the corresponding countermeasures, measures and III suggestions are put forward from three aspects of government management, planning guidance and implementation strategies, which are including leadership mechanism, coordination mechanism, multi-dimensional integration, land supply, financial support, brand marketing and other specific contents.
