随着医改的推进,公立医院在不断的发展中遇到很多的问题,这对公立医院的 内部管理提出了更高的要求,公立医院必须不断的改革和创新。绩效管
理不仅仅是 公立医院的人力资源管理的重要组成部分,同时也是提高医院整体医疗服务水平的 战略性举措。我国公立医院普遍运用的以利益为导向的绩效考核制度,该制度背离
了公立医院所具有的公益性质,而且绩效考核也无法切实引导被考核者提高其工作 的积极性;只论资质和职称的绩效考核,没有公平体现劳动者的工作能力和劳动量, 不能有效发
挥医院的工作人员的工作积极性和切实促进医院的可持续健康发展。这 些问题迫切需要对绩效管理进行改进、加强医疗行业人才队伍的建设,打造其核心 竞争力。因此,公立医
院不得不探索一条可持续发展的绩效管理之道路。 本文对A医院绩效管理体系进行研究,结合医改的大背景,采取案例研究的 方式,在介绍国内外绩效管理的研究理论基础上,重
点阐述了A医院绩效管理现 状及其医改中所面临得主要问题,并有针对性地提出解决的对策,制定了一个适合 A医院发展的绩效管理体系。将A医院的战略目标、组织结构特性、医
院管理贯 穿于医院绩效目标制定、绩效沟通、绩效考核体系建立、绩效结果应用等环节中, 通过建设以工作量为基础、综合的质量考核结合的医务人员绩效考核机制,建立了 以
综合的质量考核与岗位的评价相结合的科室绩效考核机制,还探索了对于核心骨 干绩效考核机制,对于职工工作价值和技术给予了充分的肯定,充分调动了整个团 队和各科室专
业技术骨干的创造性和积极性,杜绝了离职潮的产生。为了确保绩效 管理的成功推行,还组建绩效管理委员会,科学设定指标和权重设置,充分完善信 息系统的建设和促进沟通
反馈机制推行等保障措施进行保障。经过这一新的绩效考 核机制的建立,A医院2018年全年业务总量达3000万元,同比2014年业务总量 增长10.6%,县级医院增速居全市最高,目前
来看,A医院的绩效管理体系的探索 是有成效的。 与此同时,论文不拘泥已有绩效管理理论,更多立足医院绩效管理体系特点与 医疗改革背景下绩效管理对策的灵活调整,在学

Withthemedicalreformboosting,publichospitalsmeetmanyproblemsinthe constantdevelopment,whichputsforwardhigherrequirementsontheinternal
managementofpublichospitals,theymustreformandinnovateconstantly.Performance managementisnotonlythecriticalcomponentofthehumanresourcesmanagementof
publichospitals,alsothestrategicmeasureofimprovingtheoverallmedicalservice levelofhospital.ThepublichospitalsofChinagenerallyapplytheinterest-oriented
performanceappraisalsystem,itdeviatesfromthenonprofitnatureofpublichospitals, andtheperformanceappraisalalsocannotguidetheexamineestoimprovetheirwork
enthusiasmpractically;itdoesnotindicatethelabor’sworkingcompetenceandlabor capacityfairlybytheperformanceappraisalofaptitudeandtitle,aswellascannotgive
playtotheworkingenthusiasmofhospitalstaffeffectivelyandpromotethesustainable healthdevelopmentofhospitalpractically.Theseproblemsurgentlyneedtoimprovethe
performancemanagement,strengthentheconstructionoftalentteamsinthemedical industry,andcreatethecorecompetence.Therefore,publichospitalshavetoexplorea
sustainableperformancemanagementway. ThepassageresearchestheperformancemanagementsystemofAhospital,bythe
combinationofthebackgroundofmedicalreform,itmainlyrepresentsthecurrent situationsofAhospital’sperformancemanagementandthemainproblemsinthe
medicalreformbycasestudybasedonintroducingtheresearchtheoryofdomesticand foreignperformancemanagement,anditputsforwardtheresolutionstargetedly,
formulatesaperformancemanagementsystemwhichfitsforAhospital’sdevelopment, thestrategictarget,organizationalcharacteristicsandhospitalmanagementprovisions
runthroughthefivestepsofthehospitalperformancetargetformulation,performance communication,performanceappraisalsystemconstruction,performanceauditingand
performanceresult,bybuildingthemedicalpersonnelperformanceappraisal mechanismwiththeworkloadasthebasisandinthecombinationofcomprehensive
qualityassessment,buildingthedepartmentperformanceappraisalmechanisminthe combinationofcomprehensivequalityassessmentandpositionevaluation,italso
explorestheperformanceappraisalmechanismofcorebackbonesandtheworkvalue andtechnologyofemployees,andaffirmthencompletely,itfullymotivatesthe

allthedepartments,whichcompletelyeradicatesthedismissal.Inordertoensurethe successfulimplementationofperformancemanagement,italsoestablishesthe
performancemanagementcommittee,whichsetsindexandweightsettingscientifically, itperfectstheconstructionofinformationsystem,promotesthecommunication
feedbackmechanismandcarriesouttheguaranteemeasuresforguarantee.Uponthe constructionofnewperformanceappraisalmechanism,thebusinessvolumeofA
hospitalin2018was30millionRMB,whichincreased10.6%fromayearearlier,the growthspeedofcountyhospitalsisthehighest,souptonow,theexplorationon
performancemanagementsystemofAhospitaliseffective. Atthesametime,thethesisdoesnotsticktotheexistingperformance
managementtheory,whichkeepsafootholdontheflexibleadjustmentofhospital performancemanagementsystemfeaturesandtheperformancemanagementstrategy
