随系列重大国有企业改革措施落地见效,国企改革提速,国有企业体制机制 正在发生重大变革,与市场经济的融合更加紧密。绩效管理工作是人事劳 动分配 制度改革的重要支撑,也是国有企业改革的“最后堡垒”。由于特殊的历史沿革, 国有企业绩效管理较为传统,以考核代管理的现象较为突出。R公司作为一家地 方国有 投资企业,既有国有的属性和现代化管理方面的弱点,又处在日趋激烈的 市场竞争环境中亟待管理水平的提高和高绩效团队的建成。 本文在理论研究的基础上,利用文献法、问 卷调查法、访谈法,结合R公司 基本情况和绩效管理现状,剖析公司现绩效管理体系存在的问题。优化R公司绩 效管理体系流程和考核内容,将KPI与BSC相结合,以公司战略为导 向,通过分 解战略目标,绘制R公司战略地图,提炼关键成功因素,进一步将其转换为平衡 计分卡中四个维度的关键绩效指标。并在此基础上,根据绩效管理四个循环,优 化公 司绩效管理流程和考核内容。本次研究中用到平衡计分卡(BSC)、关键成功 因素(KSF)、关键绩效指标(KPI)以及360度反馈评价体系等绩效管理工具,优 化后的绩效管理体 系更全面、系统,与公司经营目标以及战略目标动态相关,同 时,可以有效的衡量、评价和反馈员工的工作绩效,持续的培养和发展员工,提 升企业的核心竞争力,推动企业高 质量发展目标的实现。 关键词:国有企业,绩效管理,关键绩效指标,平衡计分卡 II Abstract As a series of Major state-owned enterprise’s reform measures are taking effective, the speed of state-owned enterprise’s reforming is increasing. State-owned enterprise’s system and operating mechanism is significantly improved. It turns to be more combined with the market economy.Performance management is a great support of personnel and labor distribution system reform. It is also the last bastion of SOE reform.Due to special historical evolution, the performance management of SOE is traditional. I t is a common occurrence that they replace management with performance appraisal.Being a local stated-invested enterprise, R company has the property of state-owned, it has some weaknesses in modern management. In current drastic competition market economy environment, It is desperate for management improvement and high performance team. On the basis of theoretical research, this thesis used documentary method, questionnaire method and interviewing method. Considering the fundamental state and the current KPI management situation, it analyzed the problem of R company’s KPI management system.Aiming to advance the performance management system process and the performance assess content. Combining KPI and BSC, it is corporate strategy oriented, by strategic target decomposition, depicting the strategic map, refining KSF, Further, it transferred it into 4 KPI dimensions of BSC.On this basis, according to the four cycles of performance management, it advances the content of performance management system process and the performance assess content. In this research, we used many performance management tools such as BSC、KSF、KPI and 360°Feedback. The advanced performance management system is more comprehensive, systematic and aimed with business objectives and strategic target.Meanwhile, it can measure、 evaluate and feedback the employees’ working performance in an effective way, continuously develop and improving employees, enhance the core competitiveness of enterprise, achieve the goal of high-quality develop.。。。。。。以下内容略
