近年来,A 水利工程所在地工业及乡镇企业快速发展,并主要分布在市区河 道两岸。随着经济的不断发展以及市政建设的不断增多,河道防洪的安全隐患直 接威胁和制约着当地经济社会的发展。所以,对河道的整治与管理将提出更高的 要求。与此同时,当地政府希望高效完成此次水利工程项目,为此后项目在投资 控制方面做出榜样。水利工程可行性研究阶段对于项目决策、根据决策选择方案 做设计以及依据设计做施工等都有不可忽视的影响,对于水利工程可行性研究阶 段的投资控制研究有利于把握好项目初始的投资控制,从而为后阶段投资控制做 好基础工作,而可行性研究阶段的投资控制的重点便是确定科学合理的投资估算 额。 报告首先对水利工程项目投资控制的研究现状进行了梳理,根据当前研究背 景,对水利工程项目可行性研究阶段投资控制的意义进行了分析。在对水利工程 项目投资构成和造价编制相关理论的含义、作用、特点、原则、流程和方法等相 关理论介绍以及 A 水利工程相关信息的掌握的基础上,使用定额计价法计算得 A 水利工程可行性研究阶段的初始投资估算额,通过 A 水利工程与已建的、较为 成功的同类水利工程的模糊聚类,找寻 A 水利工程的相似已建工程,并利用该 已建水利工程各部分实际实施投资与可研投资的变动差异实现 A 水利工程各部 分投资估算额的调整,从而得到考虑定额无法包含的未知因素影响的更为合理的 投资估算额,最终实现 A 水利工程可行性研究阶段的投资控制。 关键词:水利工程;可行性研究阶段;投资估算;模糊聚类分析ii Investment Control Research on Feasibility Study Stage of A Hydraulic Engineering Project Chen Lei(Project Management) Directed by Prof. Ding Hao Abstract In recent years, industries and township enterprises in the location of A Hydraulic Engineering Project have developed rapidly, mainly on the both sides of the urban river. With the development of economy and the increasing of municipal construction, the security risks of river flood control seriously restrictsthe development of local economy and society. Therefore, the regulation and management of the river will be set higher requirements. At the same time, to make an example for the project in investment control the local, government hopes to effectively complete the Hydraulic Engineering Project. The influence of the feasibility study stage of the Hydraulic Engineering Project cannot be ignored for the project decision-making, design according to decision making, the construction and so on.The feasibility study stage of the Hydraulic Engineering Project investment control research is conducive to good grasp of the initial project investment control, so as to make the basic work for the stage of investment control. The focus of investment control in the stage of feasibility study is to determine the scientific and reasonable investment estimation. First of all, this paper sorts out the research status of investment control of Hydraulic Engineering Project and analyzes the significance of investment control in the feasibility study stage of Hydraulic Engineering Project according to the current research background. On the basis of the relevant theory of the construction of the Hydraulic Engineering Project investment structure and the cost of the preparation of the relevant theory of the meaning, function, characteristics, principles, processes and methods, and the relevant information of the A Hydraulic Engineering Project. The amount of initial investment in the feasibility study phase of the A Hydraulic Engineering Project was calculated by the Quota Valuation Method.Through Fuzzy Clustering of A Hydraulic Engineering Project with those have been built, the moreiii successful, this paper found similar projects that have been built, and use the actual implementation of investment and research investment change difference of the built one to adjust of the investment estimate of A Hydraulic Engineering Project. In order to get a more reasonable investment estimate of the unknown factors which can’t be included in the quota, the investment control of the feasibility study stage of A Hydraulic Engineering Project is finally realized.
