随着中国经济的持续快速发展，对资源的需求量越来越大，对金属的需求量 更是日益增加。在资源相对有限的情况下，对废旧金属的循环利用有着特殊的意 义。废旧金属的回收再利用不仅可以缓解金属资源的短缺，而且可以减少对环境 的污染、节约能源和提高经济效益。三十多年改革开放的实践，见证了我国经济 的快速发展，但也带来了一些资源与环境矛盾、资源的利用效率等方面的问题。 在保持经济增长的前提下，如何让经济发展与资源节约和环境保护结合起来，走 可持续发展和循环经济发展的道路，是我国未来经济和社会发展的不二法则。 本文正是基于此背景，研究 XUX 废旧钢材基地项目的可行性。报告以精准 营销理论和品牌建设理论为基础，在深入开展对我国废旧钢材市场的广泛调研之 后，分析了 XUX 废旧钢材基地项目建设的外部环境和条件，指出其可能面临的 挑战和约束因素，然后根据项目规模确定组织结构、人力资源、市场营销等制度 安排，提出了具体的项目建设方案，并进行相应的经济评价和风险分析，最后得 出结论，即无论从经济效益还是社会效益和环境保护的角度，XUX 废旧钢材基 地项目的建设均具有具可行性，且市场前景广阔。 本文的目的不仅在于对 XUX 废旧钢材基地项目的可行性进行论证，更主要 的在于提出了一种思路，引导社会充分利用废旧资源，变废为宝，保护环境，走 可持续发展道路。 关键词，XUX 废旧钢材基地；建设方案；可行性；循环经济II Abstract With China's sustained and rapid economic development, the need for resources is growing, demand for the metal quantity is particularly increasing. In the case of limited resources, recycling of scrap metal is of special significance. Scrap metal recycling can not only ease the shortage of metal resources, but also can save energy and improve economic benefit. Practice of thirty years of reform and opening up, has witnessed the rapid development of China's economy, but also brought a number of contradictions, resource and environment resource utilization efficiency and other problems. On the basis of maintaining economic growth, how to let economy combined development and resource conservation and environmental protection, sustainable development and recycling economy development road, is the future development of our country economy and society is the only rule. This article is based on this background, the feasibility study of the XUX scrap steel base project. Based on the precision marketing theory and brand theory, after a comprehensive investigation and survey on China's scrap steel market, analysis of the project construction of scrap steel base XUX external environment and conditions, points out the possible challenges and constraints, and then according to the scale of the project to determine the organization structure, human resources, market marketing system, proposed the project construction scheme of concrete, and the corresponding economic evaluation and risk analysis, finally draws the conclusion, namely, either from the economic benefit or social benefit and environmental protection point of view, the construction of XUX scrap steel base project is feasible, and the market prospect is broad. The purpose of this paper is not only to demonstrate the feasibility of XUX scrap steel base project, also to put forward a train of thought, and guide social full utilization of waste resources, turning waste into treasure, protect environment, take the road of sustainable development.
