目前国内新建烧结余热回收发电项目的技术正处于发展阶段,就国内在烧结余热回 收发电工程项目已有部分探讨和研究,从资料上看,可行性研究技术评价多,但可行性 研究经济合理性评价分析较少。因此,建立一套烧结余热回收发电项目可行性研究经济 合理性评价体系显得尤其紧迫和重要。本文正是试着找到一种适合新建烧结余热发电项 目的科学的可行性研究经济分析方法,目的是降低企业成本,使项目的经济效益最大化。 文中首先介绍了相关基本理论。在基本理论中明确了项目可行性研究的定义、特点; 更进一步明确了项目可行性研究经济分析评价的定义、内容、方法、判断及指标。 其次,对烧结余热回收发电项目的背景、立项、实施内容、技术必要性、工艺及设 计特点进行了介绍;并对项目管理的整体管理、范围管理、费用管理、风险管理等知识 领域进行体现。烧结余热回收发电项目是 S 公司提升自身的市场竞争力、提高经济效益、 实现公司总体战略发展所需要的。 再次,在报告的研究分析工程中,重点研究经济分析的创效性,以新建烧结余热回 收发电项目为案例,运用项目经济分析评价的基本理论,采取经济静态(非折现)和动 态(折现)评价法、敏感性分析法、投资估算法、净现值法以及环保经济效益评价分析 法和关联效应评价分析法对该项目评价分析的影响,对 S 公司烧结厂余热回收发电项目 进行全面经济评价分析。阶段性总结应用于烧结余热发电项目的经济分析评价方法体 系,以加强项目评价分析工作,检验该项目的成功程度,提高项目的管理水平。 该项目是在淘汰原有烧结余热回收(产生蒸汽)系统的基础上,建设的较大型烧结 余热回收设施,有利于改善现存在于烧结厂区的废气排放等环保问题,对 S 公司厂区的 优化调整有促进意义。最后,由于经济评价分析各方面的理论和实践仍在探索之中,全 面有效的对新建烧结余热回收发电项目可行性研究中的经济合理性进行评价分析能够 很好的避免盲目建设和资源、资金浪费,优化已有的方案并最终达到企业、社会、环境 的和谐发展。对完善新建烧结余热回收发电项目可行性分析体系起到一定的借鉴作用。 关键词,烧结余热回收;可行性研究;经济分析;关联效应II ABSTRACT At present, the sintering cogeneration project technology in China is expanding. Many researches and discussions have been conducted on new sintering cogeneration project. However, most of these researches are related to technological evaluations. Analysis and evaluations on economic rationality comparatively are very insufficient. Hence, it is extremely urgent to establish an economic rationality evaluation system for feasibility study of sintering cogeneration project. This paper then exactly aims to find a scientific economic analysis method applicable to the feasibility study of sintering cogeneration project, so as to reduce cost and maximize the economic benefits. Firstly, this paper gives a brief introduction to relevant basic theories, explicitly elaborating the definition and characteristics of project feasibility study, and further elaborating the definition, contents, methods, evaluation and indicators of economic analysis and assessment for project feasibility study. Secondly, the paper probes into the background, project approval, implementation, necessities of technology, techniques and design features of sintering cogeneration project. The project management of the whole range of costs management, administrative and management and risk management field of knowledge. It is of great necessity for S Steel to newly build sintering cogeneration project, so as to promote its market competitiveness, increase economic benefit and fulfill the overall development strategy of Group. Thirdly, during the research and analysis, this paper gives first priority to the effectiveness of economic analysis. Taking the sintering cogeneration project as an example, this paper based on basic theories of economic analysis and evaluation, probes into the influence of analysis of environmental economic benefits and linkage effects on evaluations and analysis of the new project through comparative analysis on benefits and sensibilities, evaluations on economic static (non discounting) and economic dynamic (discounting) and assessment on investment and net present value. A comprehensive economic analysis and evaluation on the sintering cogeneration project of sinter-making Plant of S Steel has been conducted in this paper. Besides, the paper summarizes the economic analysis and evaluation methods applied in the project so as to strengthen the analysis and evaluations, verify the prospect of this project and increase the management level. Weeding out existing obsolete sintering used heat recovery system and newly building biggish-scale sintering waste heat utilization facilities could help to solve environmental problems existed in sintering system today and to promote the optimization and adjustment ofIII Plant of S Steel. Finally, since the theory and practice regarding to economic assessment and analysis is still in its infancy. Comprehensively and effectively working out the economic rationality analysis for feasibility study of sintering cogeneration project can help to avoid blind construction and wasting of resources and funds. With its contribution to the optimization of existing schemes, the best development of corporate, society, environment and harmonious economy could be achieved. Besides, this paper will provide references to the feasibility study of the project.
