变电站的主要功能是把不同电压等级的电网连接起来,并通过输电线路完成 电能的输送、分配任务,变电站建设项目对于提升电网安全供电能力具有重大意 义。近年来,全国大部分地区电力负荷逐年攀升,电网在为地区经济社会发展做 出巨大贡献的同时,也暴露出供电能力不足、网架结构薄弱、可靠性有待提高、 电网建设难度大等突出问题。 可行性研究是指在投资决策前通过详细的调查研究,对拟建项目的必要性、 可实现性以及对经济和社会的有利性(三性)等方面所做的全面而系统的综合性 研究。调查研究是可行性研究的基本方式,项目是可行性研究的对象,对“三性” 的分析和论证是可行性研究的主要内容,帮助决策者或者决策部门做出正确的决 策是可行性研究的目的。 变电站建设应当坚持电力工业的可持续发展战略,提高能源利用率,加快电 网的技术创新,确保电网的安全经济运行。可行性研究是变电站建设项目投资前 时期的主要工作,在变电站项目投资前对其进行可行性研究,能够为供电企业进 行工程项目决策、申请项目贷款提供依据,为商务谈判和签订有关合同或协议提 供依据,为工程设计提供依据,避免变电站项目在站址选择、系统接入方案选择、 输电线路路径选择等方面出现重大失误,具有非常大的实际意义和研究价值。 本文在搜集了大量数据资料的基础上,结合工作实际,采用文献资料法、专 家访谈与调研法、比较分析法、技术经济指标分析法以及投资估算和经济效益分 析法等多种研究方法对“承德供电公司红旗 220kV 变电站工程”展开可行性研 究。首先对红旗 220kV 变电站工程概况进行了论述;然后进行了变电站站址选 择和输电线路规划,然后对输变电工程电力系统一次、电力系统二次、通信技术 等展开技术设想,接着对项目进行投资估算和造价分析,最后给出了可行性研究 的结论。对进行 220kV 变电站工程可行性研究具有一定的参考价值。 关键词,输变电工程;变电站;可行性研究;工程设想;投资估算华北电力大学硕士学位报告 II Abstract The main function of substation is to connect with different voltage levels of power grid, complete the power conveying and assigned tasks through the transmission line. In recent years, the power load has increased steadily in most of the country. The grid has made a significant contribution to the regional economic and social development, at the same time, exposed many problems, such as the insufficient power supply capacity, the weak network structure, and so on. The feasibility study is a comprehensive and comprehensive study. It studies the necessity, the reliability, and the usefulness of the proposed project. Research is a basic way of the feasibility study, project is the object of the feasibility study, analysis and demonstration of ‘the three is the main content of the feasibility study, to help decision-makers or decision-making departments to make the right decisions is the purpose of the feasibility study. Substation construction should adhere to the strategy of sustainable development of electric power industry, improve energy efficiency, and speed up technological innovation system, to ensure the safe and economic operation of power grid. The feasibility study is the main work before the project period; it can provide the basis in project decision-making and project loans for the power supply enterprise, it can provide the basis for the negotiation and signing of the contract or agreement, and it can provide a basis for engineering design, to avoid major mistakes in various aspects. It has a very great practical significance and research value. In this paper, on the basis of collecting a lot of data and information, combined with the actual work, we use several kinds of scientific research methods to lead the Feasibility Study on the Construction of Hongqi 220kV Substation of Chengde Electri c Power Company,such as literature, research method, and comparative analysis and so on. First discussed the general situation of the engineering of substation, then make the selection of the transformer substation, make the planning of the transmission line path, then make the investment and cost analysis of the project, last get the conclusions of the feasibility study. It has a certain reference value to the feasibility study of 220kV substation engineering.
