在“十二五”规划中明确提出要将天津市建设成为现代化的大都市,客观要 求取消小煤炉、小锅炉,取消林立的烟囱,实现洁净的供热方式。热电联产集中 供热具有能源利用效率高、环境影响小、供应可靠和经济效益好的特点,是天津 市供热行业发展的主要方向。蓟县作为天津市的一个新兴的卫星城市、国家著名 的旅游风景区,现有的冬季采暖主要依靠锅炉房供热,远无法满足现代化建设要 求、国家环境保护要求和天津市供热总体规划的要求,与其国家著名的旅游风景 区的地位是极不相称的。因此,热电联产集中供热是蓟县可持续发展的客观需要。 采用热电联产方式实现大面积的集中供热,解决城区冬季供暖问题,热源相 对集中且规模较大,可采用较先进的工艺解决环境污染问题,彻底解决城区冬季 供暖时产生的环境污染问题,因此热电联产城市集中供热工程的建设对改善蓟县 环境质量有着非常重要的作用。 本报告主要从蓟县城区热电联产项目的基本情况和宏观环境分析,进而分析 该项目在技术和财务上的可行性,最终对该项目投资风险的盈亏平衡、敏感性和 风险进行综合分析,最后得出研究结论。 本文首先对研究的背景和意义进行介绍,论证了项目建设的必要性及重要 性。其后主要叙述了项目在进行可行性研究时主要涉及的技术可行性、财务可行 性和风险可行性分析方法。在此基础上,详细介绍了蓟县热电联产项目的概况及 环境分析。对项目基本情况、项目所处的宏观环境情况、市场情况进行了较为仔 细的分析。最后进一步叙述蓟县热电联产项目的技术可行性、财务可行性和风险 可行性方法,进而提出研究结论。 根据本人在天津市热电有限公司分管的具体工作,在指导教师的指导和帮助 下,本文对天津市蓟县城区热电联产供热项目可行性做了全面的分析与研究。本 次研究的成果有助于该项目前期的合理决策,并能够在项目实施期间指导相关工 作的落实,至今,在项目的动态控制和阶段目标确定中,仍然有很强的参考意义。 关键词, 热电联产项目;可行性研究; 蓟县 ABSTRACT Twelfth Five-Year Plan is clearly proposed to build Tianjin into a modern metropolis in the future, it needs to cancel a small coal stove, small boilers, cancel lined chimney objectively in order to achieve the clean heating mode. Cogeneration district heating with high energy efficiency, low environmental impact, reliable supply and good economic is the main direction of development of Tianjin heating industry. Jixian is an emerging satellite city of Tianjin, and the country's famous tourist scenic areas. The winter heating relys mainly on existing winter heating boiler room heating, it is unable to meet the modernization requirements, national environmental protection requirements and the overall planning of Tianjin Heating industry. It is disproportionate with its famous tourist scenic country status. Therefore, Centralized Heat Supply by CHP (Combined heat and power) is an objective need of Jixian sustainable development. Centralized Heat Supply by CHP is used to achieve a large area of central heating, solve urban heating problems in winter. The heat source is on a larger scale and more concentrated. The more advanced technology can be used to solve environmental problems, solve the problem of environmental pollution which generated by the urban winter heating. Therefore, the construction of urban central heating cogeneration projects has a very important role in improving the environmental quality of Jixian County. This paper mainly analyzes from the basic situation of Jixian County District cogeneration projects and macro environmental, and then it analyzes the technically and financially feasibility of the project, and ultimately it analyzes the investment risk of break-even, sensitivity and risk comprehensive, and we draw the final conclusions from this paper. This paper describes the background and significance of the study at first and demonstrates the necessity and importance of the project construction. Subsequently it mainly describes analysis methods of the technical feasibility, financial feasibility and risk feasibility in the project feasibility study. On this basis, the paper demonstrates the overview and environmental analysis of Jixian CHP projects in detail. It analyzes the basic situation of the project, the macroeconomic environment, and the market situation carefully. Finally, it describes the technical feasibility, financial feasibility and risk feasibility of cogeneration projects in Jixian and we make conclusions from this paper. The paper is depended on the work which the author in charge of in Tianjin Thermal Power Co.ltd, by the instructor's guidance and help. It does a comprehensive analysis of Jixian District heating cogeneration project feasibility and research. The results of this study contribute to early rational decisions of the project and guide the implementation of the related work during the implementation of the project. So far, there is still a strong reference value in the project of the dynamic control and the identified milestones.
