红岗油田老区综合调整改造项目可行性研究报告DOC

红岗老区原油储量丰富,目前产量稳定,但是相配套的红岗老区地面工程各系统 设备老化严重、技术落后、生产流程不合理,已经不适应当前油田开发生产的需要, 所以急需对红岗老区地面工程进行综合调整改造、以保证油田开发的顺利进行,保证 完成原油集输处理任务,并达到节约运行成本的目的。 针对红岗油田老区地面工程系统现状,分析地面工程系统存在问题,开展红岗油 田老区综合调整改造工程项目建设必要性研究。运用可行性研究理论,围绕自然条件、 社会条件、开发现状、开发预测等影响项目因素,从油气集输工程、注水工程、采出 水处理工程、消防工程、供配电工程、总图运输及建筑结构、节能与环保、劳动安全 卫生等工艺角度综合论证项目投资建设的可行性。通过红岗油田老区综合调整改造工 程项目的效益分析,运用财务评价方法开展项目投资建设的合理性研究。 本文研究方法是在分析历史数据和现有资料的基础上,结合地面系统现状和长远 需求,运用油气储运学、技术经济学、项目管理等相关知识,对红岗老区综合调整改 造项目的背景、存在问题、改造方案、投资估算、经济评价等进行了研究分析,从而 得出项目是否可行的结论。 本文主要是运用技术经济评价方法,对项目可行性进行评价,在具体应用中采用 了内部收益率法、投资回收期法等方法对该项目是否可行进行财务评价。 报告创新之处是理论联系实际,采用调查和理论研究相结合的方法以及定性与定 量分析相结合的研究方法,把项目评价理论、技术实践和生产实践等应用在红岗老区 综合调整改造项目的可行性研究,使项目的决策更具科学性、客观性、合理性,更符 合企业以经济效益为中心的投资原则,方案设计中采用了很多油田地面工程新技术新 产品,值得同行业相似项目的借鉴,同时也为老油田地面调改项目的技术经济评价提 供了一种可借鉴的方法。 在项目可行性研究论述中,首先详细分析了红岗油田老区地面工程现状中存在的 问题,不适应油田进一步开发的需要,系统总体布局不合理,工艺落后、设施老化, 生产成本高。针对这些问题,进行了各系统的方案设计及优选,改造原则是以经济效 益为中心,根据地面运行现状和布局特点,对地面建设布局进行整体优化调整;采用 先进流程,降低运行成本和维护费用;尽量依托已建系统和设施,减少重复建设工作 量。 首先确定了改造后适应油田长远规划的生产规模,重新确定了地面工程各系统的 总体布局,采用单井及支干线常温输送流程,优选适合常温输送的管材、抽稀原有计 量间、采用翻斗自动选线计量及软件计量,抽稀接转站,将保留的接转站密闭,联合II 站辖区采用二级布站,站内增建分离系统并对联合站脱水系统密闭,其它配套系统也 相应进行适应性改造。其次确定了方案的工程量和投资估算。该项目投资估算为, 17462.71 万元,然后对项目进行了经济评价,财务评价税前内部收益率为 27.51%,税 后内部收益率为 20.24%,均大于行业基准收益率,投资回收期为,4.32 年,税前净现 值 11056 万元,税后净现值 5652 万元,大于零。从以上主要财务指标看,财务评价效 益均较好。 本项目调整改造后,油气集输系统的主要研究成果,油气集输密闭率,100%;天 然气利用率,100%;加热炉平均热效率,>85%;泵效率,75%;改造后,油气集输系统 能量消耗;耗电,806x10 4 kW.h/a;耗气,65x10 4 m 3 /a; 总能耗,4793x10 4 MJ/a。 改造前后相比,年节约运行费用 2856 万元,改造后,系统达到密闭,油气损耗降 低,国内先进水平为 1.20%,而红岗油田达到 0.5%;二是采用常温输送流程能耗降 低,吨油总能耗 601.5MJ/t,低于国内常温集输油田能耗水平(945MJ/t)。 最后得出结论,本项目有很好的经济效益和社会效益。本项目有利于红岗油田的 可持续发展,改造后使该地面工程系统工艺流程简化、能耗低、效率高、生产安全环 保、适应性强。为其它油田的类似项目有一定的借鉴作用。 关键词, 红岗油田,调整改造,地面工程,可行性,效益,评价III The Feasibility Study on Comprehensive Adjust and Upgrade in Old Region of HongGang Oilfield Abstract HongGang Oil Field is rich in crude oil and on a stable oil production now. However, the facilities can not meet the development need due to high operation cost. Upgrade is greatly needed to to ensure processing operation and to save the operating costs. Considering the current problems of the existing facilities after comprehensive analysis, feasibility on upgrading the old zone of HongGang oil field was developed. Feasibility is performed through analysing the factors such as natural condition, social enviroment, current condition and development plan. The feasibility includes oil storage and transportation, produced water treatment and fire fighting system, electricity system, plot plan, architecture and structure, energy and environmental protection and HSE. Financial assessment methods were done in order to get the best economical efficiency. Based on the adequate theory and practice, this article makes objective analysis and explanations to the refurbishment background, technical conditions, construction, investment estimate, economic benefits of the old area of Hong Gang by applying the quantitative and qualitative, static and dynamic methods, technical economics, theory and application of project management, project finance, human resources management etc., , thus arrives at the conclusion of the feasibility of the project. Technological and economic assessment methods are mainly used for the feasibility evaluation of the project, including the net present value and Internal Rate of Return, Payback Period method. The innovation in this article lies in the combination of theory with practice, surveys and theoretical study, qualitative and quantitative analysis methods. The project evaluation theory, practice and production practice technology is applied for the feasibility evaluation of comprehensive refurbishment in the old area of Hong Gang in order to make the project's decision-making more scientific, objective, rational, and in line with the investment principles of economic efficiency. The project design introduces a lot of new technologies and new products of oilfield surface engineering .It not only can be taken as an guidance for the similar projects in this industry, but also for technical and economic evaluation of the old oilfield readjustment and reconstruction. During the project feasibility study, firstly the extant problems of the old areas of Hong Gang Oilfield Surface Engineering is analysesd, including inadaptation to the development needs, unreasonable layout , backward technology, aging facilities, high production costs. To solve these problems, the design of each system and optimization is conducted based on economic efficiency. And the layout is optimized to solve the extant problems. TheIV utilization of the exsisting facilities and equipments is also considered to avoid redundant construction. Firstly, long-term reconstructed oil field production scale is confirmed. The overall layout is re-established: utilizing the single well and trunk/flow line delivery process, optimizing the pipeline transportation at normal temperature, vacuating the original metering plant, using automatic route measurement and software metering, vacuating and sealing the transfer stations, adopting Two-stage distribution for CPF, adding the separation system and sealing dehydration system and applicable reconstruction of the relevant facilities in CPF . Second, the program works to determine the quantity and investment estimate. The estimated investment is 174,627,100 Yuan, and according to the project economic evaluation, financial evaluation, the pre-tax internal rate of return is 27.51% , after-tax internal rate of return is 20.24%, both of them are higher than the industry benchmark rate of return. The payback period 4.32years, 110.56 million Yuan of pre-tax net present value and 56.52 million Yuan of after-tax net present value are above zero. The above key financial indicators indicate good financial evaluations benefits. After project refurbishment , the achievement of oil and gas gathering and transportation system: Gas Gathering closed: 100%; gas utilization: 100%; furnace average thermal efficiency :> 85%; pump efficiency: 75%. Oil and gas gathering system energy consumption after refurbishment: power: 806x10 4 kW.h / a; gas consumption: 65x10 4 m3 / a; total energy consumption: 4793x10 4 MJ / a. Making the Comparison before and after reconstruction, 28.56 million Yuan cost is saved in operating. The closed system and reduced oil consumption is achieved after refurbishment. The domestic advanced level of 1.20%, while the Hong Gang oilfields is up to 0.5%; Secondly, the energy consumption is reduced by transportation at normal temperature, about 601.5MJ / t, which is lower than the energy consumption level of domestic oil gathering and transportation at normal temperature (945MJ / t). In conclusion, this project has good economic and social benefits, and it is conducive to the sustainable development of Hong Gang oilfields. The refurbishment of the surface facilities simplified the process, and reached the achievement of the low energy consumption, high efficiency, safe and environmental production, and better adaptability. This may have some valuable reference for the similar projects of other oilfields.
