石门坎水电站项目位于李仙江干流中游的宁洱县境内,在云南省普洱市宁洱 县(右岸)和墨江县(左岸)交界的把边江上,是李仙江干流规划中的第二个梯 级。坝址以上径流面积 6410km 2 ,多年平均流量 130.3m 3 /s,年径流量 41.1×10 8 m 3 。 坝址以上目前不通航,远景也无通航要求,项目下游无重要防洪对象;下游农田 较少,灌溉问题主要依靠引支流水解决,在干流无灌溉供水要求。因此石门坎水 电站项目的开发任务主要为发电。 建设石门坎水电站项目可促进云南省国民经济持续稳定发展,满足地区电力 发展需求,支持“西电东送”、“云电外送”战略。石门坎水电站项目所处的普洱 地区,是一个集少数民族、边远和贫困于一体的地区,目前经济发展较为落后, 项目的建设可以带动地区经济发展,尤其对于普洱国民经济发展,解决农业、生 活用电,实现以电代柴等具有非常重要的作用。 石门坎水电站工程项目主要建筑物包括,挡水建筑物、引水发电系统、地面 厂房等,通过工程设计方案论证,确定了工程项目的主要指标。文章重点对工程 的方案设计、成本控制以及工程的经济评价进行了较详细的论述。根据工程的施 工条件,通过对主体大坝工程、引水发电系统施工方案进行较详细的论证设计, 对整个工程的进行总体布置规划、制定工程施工进度计划,设置项目管理机构, 论证了石门坎水电站工程项目在技术上可行性。通过项目环境预测评价,制定项 目环境保护措施。电价分析石门坎水电站项目的具有一定的财务盈利能力、清偿 能力和电价市场竞争能力,石门坎水电站项目在财务上是可行的,并且具有一定 的抗风险能力。尤其是该项目位于已建成投产的崖羊山水电站下游,如果考虑梯 级滚动开发,还可以缩短工程建设周期,降低工程建设费用,建议开发建设石门 坎水电站项目。 关键词,石门坎水电站;项目管理;可行性研究;环境评价;国民经济评价; 财务评价ABSTRACT Shimenkan Hydropower Station is located in the middle of the Pu'er county on the Li Xian Jiang River, in Yunnan Province, which at the junction of Simao (right bank) and the Mojiang River County (left bank) ,and which is Li Xian Jiang River ‘s the second cascade. Above dam site runoff area 6410km 2 , multi-year average flow of 130.3m 3 / s, annual flow of 41.1 × 108m 3 . Above dam site is not currently shipping, and no long-term shipping requirements, no important power station downstream flood control object; downstream less farmland, irrigation, tributary of the major problems cited on the water solution, in the mainstream non-irrigation water requirements. Therefore, the main task of Shimenkan hydro-power development is for power generation. Construction of hydropower Shimenkan can promote sustained and steady development of Yunnan Province, to meet the needs of regional power development in support of west to east, Cloud Electric Delivery strategy. Shimenkan Hydropower Station located in Simao Prefecture, is a set of ethnic minorities, remote and poor in one area, the current economic development has been lagging behind the construction of power plants could be an impetus to regional economic development, especially for Pu'er county economic development, to solve agriculture, life electricity, plays a very important role. Through engineering design argues that the main buildings of Shimenkan Hydropower Station include: concrete arch dam, water power systems, ground factory premises. This paper mainly discusses the project construction organization design and engineering of the economic evaluation in detail. According to the project construction conditions, through a more detailed proof design for the construction organizations of the main dam and water diversion for power generation system, an overall layout of the whole project planning, development of construction schedule, set up project management agencies, demonstrated the project of Shimenkan Hydropower Station is technical feasibility. Through price analysis Shimenkan Hydropower Station has a certain financial profitability, liquidity and price competition in the market capacity ofhydropower Shimenkan financially feasible, and has a certain ability to resist risks. In particular, the plant has started construction of the cliff at Yayangshan hydropower station downstream, if we consider cascade rolling development, we can shorten the construction period, lower construction cost, it is recommended Shimenkan hydropower should promptly be developed and constructed after Yayangshan hydropower completed.
