随着社会的进步与发展,国民经济的持续高增长,给已经全面走向电力市 场的发电集团带来了前所未有的发展机遇的同时,五大全国性的发电企业集团之 间的竞争也日渐激烈,近几年五大集团为了占有区域以大大小小不同规模的电厂 如雨后春笋般遍布中国各个角落,在电力产品快速走进人们,满足人们用电需求 的同时,其行业竞争也就、空前激烈。而事实上,一些电力集团的分公司的改革 却举步维艰,其中,改革的重点方向之一就是绩效管理问题。那么,企业究竟需 要通过什么样的经营管理方式,采取什么样的手段,自上而下的实现和贯彻这些 改革措施呢,如何让企业各个层级的员工都一起行动起来,将企业的经营与自身 的发展紧密联系起来呢,这就是绩效管理面临的突出问题,也是本报告要讨论的 主要内容。对具有共同行业特点的跨区域经营的五大发电集团来说,谁能实践科 学、高效的绩效管理,谁就能率先提升管理水平,在竞争中就能立于不败之地。 绩效管理是现代企业人力资源管理过程中的重要工具与手段。本文仅通过对 中国电力市场形势和中国大唐集团公司自身情况的研究,结合多年在电力行业的 工作体会,依据绩效管理体系的理论基础,指出大唐长春第三热电厂绩效管理体 系的不足,对其绩效考核工作现有问题进行分析,找出问题根源,并利用科学有 效的绩效管理工具-KPI,设计出适合大唐第三热电厂的绩效管理方案,并进行研 究,这不仅能对大唐第三热电厂的绩效管理体系改进意义重大,同时对其他刚刚 走向市场的发电企业集团的绩效管理具有指导意义。 本文共有六部分内容,第一部分绪论主要是选题的背景和意义,对我国电力 行业进行概述,介绍电力行业的市场形势和未来趋势,明确我国行业竞争的重点, 并且从研究目的、内容,研究思路和研究方法介绍了报告写作思路;第二部分从 绩效考核的定义目标和目的详细介绍了绩效考核,详细介绍了四种绩效考核方 法,包括优缺点;第三部分主要是介绍大唐长春第三热电厂绩效管理现状,分析 并指出绩效管理体系存在的问题及原因;第四部分是主要部分,绩效管理改进方 案设计,从方案设计的原则、方案设计依据、考核指标体系的设计、考核权重的 设计、考核形式选择方面设计出更加合理的方案。第五部分介绍了绩效管理方案 的实施及效果评价,其中包括绩效考核实施的步骤,绩效管理实施的保障性措施II 和实施效果评价;第六部分是文章的结论。 关键词,电厂,绩效管理,改进,研究III Abstract With the development of society, sustained high growth of national economy has brought power generation group who is fully to the electric power market hitherto unknown development opportunity, At the same time,the competition between five of the National power generation enterprise groups is fierce,in recent years, the group for the five is in every corner of China such as the bamboo shoots after a spring rain as small and large scale plantin order to occupy area,When power products run fast into people's life,and meet people's demand for electricity,the industry competition is fierce. But in fact, the reform of branch power group is difficult, one of the important direction of reform is performance management problems. So, what kind of business management mode is the enterprises need, adopt what kind of means, implement and carry out the reform measures of top-downHow to let all levels of staff of the enterprise will act together, link the management and its development of enterprises closelyThis is the outstanding problems that performance management faced now,also is the main content to be discussed in this paper.For the five major power generation group who are cross regional business with a common characteristic,who can practice the scientific and efficient performance management, who can take the lead in promoting management level, who can remain invincible in the competition. Performance management is an important tool and means of human resource management in modern enterprises. This paper only through the study of the Chinese power market situation and China Datang Corporation own situation, combined with many years of work experience in the power industry, based on the theory of performance management system, points out the insufficiency of performance management system in Changchun third Datang thermal power plant, analysis the existing problems in the performance appraisal work, find out the root of the problem, and use the science andIV effective performance management tool -KPI, design the performance management scheme for Datang the third thermal power plant ,and carried on the research, this has not only great significance for the Datang the third thermal power plant of its improvement of the performance management system ,also has significance on performance management of other just to the market of power enterprise group.
