移动增值业务作为新的业务增长点和创收点,对移动运营商整体收入的贡献 不断增加,同时也使用户享受到更加丰富多彩的服务。随着电信技术的发展,新 的增值应用在不断的开发,从传统的短信、彩信业务到 WAP 及炫铃业务等增值 业务应运而生,3G、4G 时代的到来,使更多增值业务陆续开展,增值服务已经 成为电信服务的主要内容之一,也是运营商进行业务创新、提升整体竞争力的一 个重要领域。随着中国联通增值业务的开发和系统建设,增值业务系统和相关设 备的数量也越来越多,作为业务系统之上的增值网管系统日益突出其重要作用。 通过三期建设,目前,中国联通增值业务综合网管系统已经实现了对增值业 务平台的综合维护、综合监控、综合分析功能。随着增值业务的发展和系统建设 深入进行,为更好地服务于增值业务平台的发展建设,运维及业务部门对中国联 通增值业务综合网管系统提出了新的功能需求和接口要求、新建设的增值业务平 台需要纳入网管范畴、原有已经被管理的业务平台中扩容设备也需要纳入网管。 因此,中国联通启动中国联通增值业务综合网管系统扩容工程的建设是非常有必 要的。 本文运用项目管理理论与方法,在分析项目特点的基础上,制定了实施方案, 并就人力资源安排、项目进度、节能环保、资金管理、风险评估等环节进行了探 讨。 关键词,吉林联通;增值业务;扩容工程;项目管理;可行性研究II Abstract As a new business growth and revenue point, mobile value-added services make a contribution to the mobile operators overall income increasing and more rich- colorful services. With the development of telecom technology, the new value-added application is in constant development. The advent of the era of 3 g, 4 g make more value-added business developed gradually. It has become one of the main content of the telecommunication services, business innovation and operators to improve the overall competitiveness. As the development and construction of China Unicom value-added business, the number of value-added business systems and related equipment is increasing, and it becomes an important role in network management system. Through the third phase of construction, at present, China Unicom value-added services integrated network management system has achieved the value-added service platform of comprehensive maintenance, comprehensive monitoring, comprehensive analysis capabilities. With in-depth value-added business development and system construction, to serve the value-added service platform construction better, The operation and maintenance of China unicom integrated network management system put forward the new functional requirements and interfaces. The construction of new value-added business platform need to be incorporated in the network management category, so does the original platform. Therefore, the construction of China Unicom value-added services integrated network management system expansion projects are necessary. Project managemt theories and approaches are adapted to this paper. I develop the implementation plan based on the analysis of this project. Human resource arrangement, project progress, energy conservation, environmental protection, capital management, risk assessment are discussed in this paper.
