随着寿光市城镇化道路的快速发展,寿光西部城区增加了大量住宅小区,但 该区的供热方式以小锅炉房为主,是集中供热的盲区,造成当地环境污染严重,供 热质量难以达到要求。因此,寿光城投集团计划在西部城区建设西城集中供热项 目,以满足西部集中供暖需求。 西城集中供热项目是近年寿光市的重点民生工程之一。该项目主要是通过敷 设热力管网向当地小区输送高温循环水的方式实现集中供暖,项目建成后预计供 热面积可达 555.6 万㎡,将极大改善寿光市供热现状。 本文结合该项目申请立项的实际工作,在研究相关理论成果的基础上对该项 目进行了可行性分析。首先,对项目的基本情况进行了概述,主要包括项目的建 设内容、建设条件及建设意义;其次,对项目进行了技术方面的分析,主要包括 项目的设计、技术方案;然后,重点对该项目的环境效益、经济效益和社会效益 方面进行了分析,其中,环境效益分析主要从项目建成后的环境改善情况和节能 情况进行分析,结果显示年可节约采暖能耗支出 3089.6 万元,完全符合国家节能 减排的要求;经济效益分析主要考量了净现值、投资回收期、内部收益率、资本 金净利润率等财务指标,经计算该项目净现值为 7877 元,大于零;投资回收期 为 7.2 年,低于同行业基准投资回收期;内部收益率为 12.54%,大于同行业基准 收益率;资本金净利润率为 26%,也在同行业中居于较高水平,具有良好的经济 效益;社会效益分析主要从该项目对城市整体环境的改善、对居民生活水平的影 响以及对当地整体经济的影响进行了分析,得出该项目有利于提升城市整体形 象,有利于提高居民生活水平,有利于促进当地经济的可持续性发展。通过三个 方面的分析,该项目具备良好的环境效益、经济效益和社会效益,该项目是可行 的。 关键词, 供热项目 效益分析 可行性研究THE FEASIBILITY RESEARCH ON WEST CENTRALHEATING PROJECT IN SHOUGUANG CITY ABSTRACT With the rapid urbanization of Shouguang, increasing numbers of residential districts have been built in the western part of the city. However, small boiler rooms are still the main heating equipment in the region which makes it a blind area of central heating. This has caused problems of low heating efficiency and serious environmental pollution. Shouguang City Investment Group has planned the West central heating project to meet the heating demands in the western part of the city. The project is one of important livelihood projects held by Shouguang government in recent years. The central heating will be achieved through installation of heat pipe transporting high temperature circulating water network to the local district. The new central heating network will serve an area of 5.556 million square meters which greatly improve the heating situation in Shouguang. On the basis of the theoretical research, this paper analyzes the feasibility of the project. Firstly, it introduces the basic situation of the project, including the content, conditions and significance of the construction; secondly, it carries out a technical analysis of the project , consisting of the project design and technology scheme; Then, the environmental, economic and social benefits of the project will be analyzed. The environmental benefit will be focused on environmental improvement and energy conservation and it is estimated that energy consumption expenditure can be savedRMB 30.896,000 annually which fully meets the nation’s requirements of energy saving and emission reduction. The economic benefit analysis mainly considers the financial indicators such as NPV, Payback Period, IRR, ROE, the NPV of the project is calculated to be RMB 7,877, greater than zero. The Payback Period of investment is 7.2 years, lower than Payback Period of the benchmark of the same industry, The IRR is12.54%, greater than that of the industry benchmark, and the ROE is 26%, also high in the industry, which means good economic benefits; In the aspect of social benefits, it concerns the improvement of the overall urban environment, impact on the residents 'living standards and the overall local economy. The project is conducive to the promotion of the overall city image, the residents’ living standards and the sustainable development of the local economy. Through these three aspects of analysis, it is concluded that the project has good environmental, economic and social benefits, and the project is feasible.
