在当前社会的发展中,世界经济结构发生了巨大变化,开始朝着创新型经济的方向 转型,在这一背景条件的影响下,人力资源将会成为重要的竞争优势。随着我国改革开 放政策的深入贯彻,在社会主义市场经济的发展中,开发区始终是一大特色,对于促进 经济增长、提高创新性具有十分重要的影响,也成为了国内经济发展不可或缺的重要组 成部分。近年来,我国处于经济转型发展期,经济增速下降、企业也纷纷面临转型升级 的难题,开发区作为创新高地,汇聚了大量优秀人才、资源配置、政策支持要素,是打 造新的经济增长极的关键因素。河北省作为煤炭钢铁等产能大省,正在积极进行转型升 级,寻找供给端结构性改革路径,挖掘全新的经济增长点,这就离不开开发区带动经济 发展的大力支持。开发区发展的关键在于人,人力资源开发是挖掘人才、培养人才的核 心,抓好开发区人才建设是推动京津冀协同发展的迫切需要。 河北省的大部分开发区同河北省转型升级的需求、京津冀一体化发展大格局、与发 达省份的水平都还有很大的差距,根本原因就是开发区人才资源不足,员工素质达不到 开发区的发展需要,开发区的人力资源开发就成了各大开发区发展的当务之急。A 开发 区作为河北省的国家级开发区,发展水平较高,体制机制较为完善,具有较强的经济带 动能力,是发展比较成功的经济技术工业开发区。但与国情、省情相符,同样面临着转 型升级的难题,人力资源开发处于瓶颈期。找到适用于该开发区人力资源开发新路径, 从而实现从人才入手,为开发区转型提供创新发展的新动能,探索出属于有 A 开发区特 色的新型人力资源开发理论体系,成为了亟待解决的问题。 本研究首先介绍了论文的研究目的、背景以及意义,对我国专家学者在开发区人力 资源领域的研究成果与国外学者在此领域的研究成果进行文献综述;其次,着重对经济 技术开发区的内涵和管理体制以及绩效评估体系、人力资源、人力资源开发的内涵及其 相关原理等内容进行梳理,同时,介绍了经济技术开发区人力资源的独特性;再次,通 过深入 A 开发区开展现场调研活动,概括归纳了河北省开发区总体情况及 A 开发区基本 情况和人力资源现状,并分析了 A 开发区人力资源开发面临的四方面问题,高层次人才 明显不足、人才引进力度与配套服务建设不够、人员综合素质和培训力度有待加强、人 员管理水平和考核机制需要提高等问题,并对问题成因进行分析;然后,重点就国内发 达经济区人力资源开发的经验,分别从“长三角”经济区、“珠三角”经济区和京津地 区三个地区人力资源开发经验进行了整理与总结,结合 A 开发区人力资源当前的发展情IV 况,对其人力资源管理与发展方向进行思考;最后,梳理出针对 A 开发区人力资源开发 现状,可以采取的措施,分别从整体人力资源战略选择、积极响应政府宏观政策、全面 提升开发区环境基础、搭建新型人才引进平台、加强资金支持扶持力度、以项目入手提 高开发区影响力、注重人才工作考评、积极发挥企业主体作用、加强多行业关联配合等 几方面提出了科学的应对策略,并且也提出了很多不足之处,展望了未来的发展方向。 关键词,经济技术开发区 人力资源开发 河北省 对策研究VI Abstract In the current social development, the world economic structure has undergone great changes and started to transform towards an innovative economy. Under the influence of this background, human resources will become an important competitive advantage. With the in-depth implementation of China's reform and opening up policy, development zones have always been a feature in the development of socialist market economy, which has a very important impact on promoting economic growth and improving innovation, and has also become an indispensable part of domestic economic development. In recent years, China is in the period of economic transformation and development, the economic growth rate is declining, and enterprises are also facing the problem of transformation and upgrading. As the innovation highland, the development zone gathers a large number of excellent talents, resource allocation and policy support elements, which are the key factors to build a new economic growth pole. As a province with large coal, steel and other production capacity, hebei province is actively carrying out transformation and upgrading, looking for supply-side structural reform path, and exploring new economic growth points. The key to the development of the development zone lies in human resources. The development of human resources is the core of exploring and cultivating talents, and the construction of talents in the development zone is an urgent need to promote the coordinated development of Beijing, tianjin and hebei. Most of hebei province development zone in hebei province with the needs of the transformation and upgrading, the integration of the beijing-tianjin-hebei region development pattern, and level of the developed provinces are also has the very big disparity, the root cause is the insufficient development resources, staff quality reach to the development of development zone, development zone of the human resources development has become the major development zone development priority. This study firstly introduces the research purpose, background and significance of the paper, and summarizes the research results of Chinese experts and scholars in the field of human resources in development zones and foreign scholars in this field. Secondly, the connotation and management system of economic and technological development zone, performance evaluation system, human resources, connotation and related principles of human resources development are analyzed. At the same time, the uniqueness of human resources in economic and technological development zone is introduced.
