摘要 CS污水处理厂是郑州市排水处理系统的重要组成部分。郑州市中心城区现 有城市污水处理厂5座,日处理规模达100万吨/日。其中CS污水处理厂工程 设计总规模为日处理污水能力25万吨,规划占地285亩,服务区域为龙湖区东 部、龙子湖高校园区以及经济开发区东拓区,服务面积约52平方公里。一期10 万吨/日污水处理项目已于2010年建成投产,目前污水处理量达11万吨/日左右, 已经满负荷运行,需进一步增加处理能力。该报告在调查研究的基础上,从客 观的基础数据出发,通过客观公正的分析判断,试图为项目的投融资决策提供 依据和帮助。 根据对项目建设背景及市场需求的分析,首先确定CS污水处理厂二期工程 建设内容包括15万吨/日污水处理厂一座和250吨/日污泥处理设施一座,项目 总投资概算53973万元。其次结合企业的实际状况和郑州市公共基础设施投资 惯例,提出了政府投资16192万元,其余建设资金由项目单位釆用项目贷款方 式解决的资金筹措方案。最后从财务管理的角度对建设项目的成本费用情况、 现金流量情况等基础财务资料进行合理预测,并在此基础上选取有关经营及现 金流量指标进行重点分析,对项目的可行性进行了较为详细的论证。根据计算 分析,本项目的投资回收期为8.17年,按照8%折现率计算的净现值为19680万 元,项目的内含报酬率为11%,项目的总资产报酬率达到7%,净资产报酬率也 超过了 15%;同时项目的盈亏平衡分析表明项目达到设计处理能力43%时即可 达到盈亏平衡状态,敏感性分析则表明项目内部收益率对污水处理价格最为敏 感。 综上所述,CS污水处理厂二期工程建设项目在财务、技术等方面都是可行 的。项目建成后不仅能满足郑东新区快速发展的需要,并且对缓解淮河流域的 水污染,实现污水的资源化利用,保证本地区可持续发展具有非常重要的作用。 同时也是郑州市创建“国家环保模范城市”及郑东新区建设“三化两型”新城区的 重要组成部分,处理后产生的中水可再次利用,对于节约和合理利用水资源具 有重要意义。 关键词:污水处理财务评价盈亏平衡 I Abstract Abstract CS sewage treatment works is an important part of zhengzhou water treatment system. Thare are 5 sewage treatment plants in zhengzhou city at present,they processing 1 million tons sewage per day. The designed daily sewage treatment capacity of CS is 250000 tons. The woks covers an area of 285 mu. It serves areas of eastern Longhu, the colleges and universities zone of Longhu, and the east extension area of the economic development zone. The service area is 52 square kilometers in total. The first-stage project, 100000 tons/day sewage treatment project has been completed and put into operation in 2010,the current daily sewage treatment is 110000 tons. It has been running at full capacity, it is necessary to develop the processing capacity. The paper is on the basis of large investigation and research. It analyzes the basic data, so as to provide the basis and help for project investment and financing decisions. According to the analysis of project construction background and market demand, it can be determined the second-stage project construction of the CS sewage treatment works includes a sewage treatment works with a capacity of 150000 tons/day and a a sludge treatment facilities with a capacity of 250 tons/day. The total investment of this stage is 539.73 million yuan. Then, combining the actual status of the the enterprise and the practice of public infrastructure investment of zhengzhou, I put forward the plan that the government invests 161.92 million yuan, the other capital can be got by adopting project loan financing. Finally, from the perspective of financial management, this paper gives a reasonable forecast of the basic financial information such as the project construction cost,cash flow situation and so on. It also analyzes index of operation and cash flow,and argues on the feasibility of the project. According to the calculation and analysis, the project investment payback period is 8.17 years. If the discount rate is 8%,the net present value is 196.8 million yuan, the project interal return rate is 11%,the total assets return rate is 7%,net assets return rate is over 15%. At the same time, project break-even analysis indicates that the project achieve breakeven state when it has 43% of the designed capacity. Sensitivity analysis shows that the project internal return rate is most sensitive to the II Abstract price. Above all, the second stage of the CS sewage treatment works is feasible in finance and technology. The construction of the project can not only meet the needs of the rapid development of Zhengdong District, but also alleviate the water pollution of Huaihe basin, realize sewage recycling, so as to ensure the local sustainable development. It can also help Zhengzhou to become national environmental protection model city .After processing, the water can be used again, which is of great significance for the conservation and rational utilization of water resources.
