“大用户直购电”能促进电网输配分开,使终端用户进入电力市场、在售电 环节引入竞争机制;进而促进建立全面开放的电力市场,具有促进合理价格形成 机制的重大现实意义;而大型石化工业园区基于其负荷集中、平稳等特性,对于 推行“大用户直购电”模式的试验初期,能简化边界条件,有助于试验模型的优 化、促进输配电价等关键问题的尽快解决完善。 本课题通过对电力体制市场化改革进行剖析,深入研究了“大用户直购电” 的政策背景和发展状况,客观分析了大型石化工业园区实施“大用户直购电”的 优势,对该类区域实施“大用户直购电”的可行性进行全面透彻的分析和提出加 快推进的操作建议;同时对“大用户直购电”操作模式进行延伸探讨、对“输配 电价”等问题的合理操作提出自己的见解和分析;并通过例举某石化工业园区实 际情况辩析在石化工业园区实施大用户直购电的可行性。 全文在通过政策、理论的分析和实例的演示过程中,论证了在大型石化工业 园区开展大用户直购电是可行的,并且是有广泛意义和极大优势的,采用文中提 出的“道路交通网络节点法”核算输配电价也是更为合理的。 关键词,石化工业;大用户直购电;输配电价Abstract Direct Power Purchase of Large consumers to promote the separation of power transmission and distribution, so the end user to enter the electricity market, the introduction of competition in the sale of electricity link mechanism; further promote the establishment of full liberalization of the electricity market, with a reasonable pricing mechanism to promote the great practical significance; and large petrochemical industrial park focused on its load, stable and other features, the implementation of the Direct Power Purchase of Large consumers model Initially, to simplify the boundary conditions, will help optimize the test model, and promote key issues such as electricity transmission and distribution price as soon as possible solution improvement.
