改革开放以来经济建设迅猛发展,移动通信技术也在飞速革新,移动通信技术的进步和 人们对多媒体通信以及数据业的需求相互促进,直至今时,4G 技术已得到普遍推广。煤炭产 业作为国家能源的主要来源之一,也是国家经济的重要支柱之一,将成熟的通信技术应用在 煤炭产业有利于其健康、全面发展。采用正确的决策方法和科学的投资方案,对将要实施的 项目进行可行性研究,同时有效控制其环境、经济等相关指标,能够有效的保证成功地实施 项目和项目带来的经济效益,提高项目开展的成功率。 对项目可行性研究做了相关综述和基本内容梳理后,在结合煤矿 4G 基站项目建设的现 状和现存问题分析的基础上,对煤炭 4G 基站项目的可行性进行了较深入的研究。重点从项 目应用需求及技术可行性、项目操作可行性、项目经济可行性这三个方面进行论证。研究指 出项目在技术上具有可行性,成熟的 4G 通信网络的技术特点、通信功能、网络性能能够满 足煤矿通信网络建设的需求,为煤矿 4G 基站建设项目提供了基础;项目在操作上具有可行 性,在对煤矿矿井水文地质的分析基础上,合理的规划 4G 基站的部署,设计符合煤矿通信 业务需求的网络架构,科学合理的利用各类项目资源,使煤矿 4G 基站建设具备可行性;项 目在经济上具有可行性,项目能够带来可观的经济效益,提升煤矿的生产效率,带来良好的 经济影响。综合全文分析,认为该项目具有可行性,可以为煤矿 4G 基站投资者提供决策支 持。 关键词,4G 基站建设;项目管理;可行性研究II ABSTRACT Since the reform and opening to the outside world, economic construction has been developing rapidly. At the same time, the technology is also undergoing rapid innovation. The progress of mobile communication technology and people's demand for multimedia communication and data industry have promoted each other. 4G technology arises at the historic moment. Coal industry, as one of the main sources of national energy, is also one of the important pillars of the national economy. The utilization of the latest communication technology in the coal industry is conducive to its healthy and all-round development. To ensure the successful implementation of the project and economic benefits, it is necessary to carry out project feasibility study, the use of scientific and effective investment decision-making method, its economic, environmental and other related indicators to effectively control and improve the success rate of project operation. After summarizing the feasibility study of the project, the feasibility of the coal 4G base station project is studied on the basis of the present situation and the existing problems of the construction of the 4G base station project. Focusing on the project application requirements and technical feasibility, feasibility of the project operation, the project feasibility of the three aspects of feasibility study. The research shows that the technical characteristics of the project are technically feasible and the mature 4G communication network has the technical characteristics, the communication function and the network performance can meet the demand of the construction of the coal mine communication network and provide the foundation for the construction of the coal mine 4G base station. The project is feasible in operation Based on the analysis of the hydrogeology of coal mine, it is reasonable to plan the deployment of 4G base station and design the network structure which meets the needs of coal mine communication business. It can make use of various project resources scientifically and rationally to make the construction of coal mine 4G base station feasible. Economically viable, the project can bring considerable economic benefits, improve the production efficiency of coal mines, bring a good economic impact. Based on the comprehensive analysis, it is considered that the project is feasible and can provide decision support for the coal mine 4G base station investors.
