中国经济已经连续高速增长 35 年,随着城镇化规划的开展,以及国家对节能减排 达到前所未有的重视,特别是污水处理设施的建设已经纳入“十二五”规划,届时全国 至少需新建 1184 座城镇污水处理厂,建制镇污水处理率须达 30%以上,城镇小型污水 处理项目市场前景广阔。 H 镇作为工业发展在通过近 10 年来的发展,形成了 4 个较具规模的工业园区,招 商引资力度也在不断加大,同时招商难度也在加大,因为最近各个工业及商业项目都因 环评手续被拖延甚至搁置,经济发展已经严重受制于环境问题。亟需新建 H 镇第二污水 处理厂,但碍于地方财政困难,采用 BOT 模式进行项目开发既可以减少政府对基础设 施投入的资金及其带来的负债,又可以将企业的效率、先进的技术以及管理经验引入污 水处理的运营中。 而本项目商业计划书正是在这一背景下进行,本人作为 H 镇第二污水处理厂 BOT 项目组成员,利用所学工商管理有关理论知识,不仅为政府提供可行性分析论证,得出 该项目能有效改善镇容镇貌,改善周边水环境,提高用水安全等社会环境效益,又具有 促进地方经济发展的经济效益。另外,本文阐述了 BOT 项目运作的各个阶段,以及项 目管理和人力资源配置,通过对该项目作详细的财务分析,从净现值法、内部报酬率法、 动态回收期法、盈亏平衡分析等方面多角度分析项目的融资方案及运营计划的可行性, 使投资者能开拓市场,能得到合理的回报,然后通过系统分析 BOT 项目融资模式可能 遇到的各种风险,提出风险控制的措施,得出项目可行性的结论,为日后更多方面的公 共设施建设与民间资本的合作提供成功例证打好基础。 关键词:BOT;污水处理;财务分析;可行性分析 I Abstract Chinese economy has been developing at a rapid speed for thirty-five years. Carrying up the urbanization planning and attaching unprecedented importance to the energy-saving and emission-reduction, China will build up at least 1184 urban sewage treatment plants all over the country, which forces sewage treatment rate in the urban area to reach more than 30%, especially after the construction of the sewage treatment facilities has been brought into the national Twelfth Five-Year Plan. On the way of industrial development, Town H has formed four large industrial zones with the ten-year efforts. Town H has intensified efforts to invite and attract the investment; however, it encounters increasing difficulties in this aspect. The difficulties appear because recently each industrial and business project were delayed or even put aside resulted from the Environmental Impact Assessment. The economic development is severely limited by the environmental problem. Second Sewage Treatment Plant in Town H has urgent tasks, but is stopped by the local fiscal problems. Under this circumstance, the plant decided to develop the projects using BOT model. This model can not only help to reduce the capital invested by the government to the infrastructure and its debts, but also bring the enterprise efficiency, advanced techniques as well as managerial experience into operation. BOT financial model is widely used in infrastructure construction and this business plan is in process under this background. As the member of the group of BOT project in the second sewage treatment plant, I will provide the feasibility analysis for government and make detailed fiscal analysis for this project by using the relative theoretical knowledge about business administration in order to help investors explore the market and gain reasonable returns. This article will analyze systematically all kinds of risks maybe encountered under the BOT financial model, put forward the measures of risk control and make a conclusion of planning feasibility so as to lay the foundation of giving successful illustrations for the cooperation between more public infrastructures and private capital in the future.
