近年来，国家越来越倡导重点加强公共服务和基础设施建设等领 域投融资的创新力度，PPP 模式充分凝结资金融通与管控主体多元化 的优越特性，成为对社会资本最大化利用的一种完美诠释，可有效减 轻传统基础设施建设项目中投资主体集中单一所带来的巨大压力。 本文即聚焦于市政项目 PPP 模式的应用方案的相关研究，以义乌 市商城大道项目为例，对我国市政道路项目 PPP 模式应用进行案例研 究。首先对 PPP 模式的相关概念和理论进行了全面阐述，对 PPP 模式 在我国市政道路工程中的实际应用进行深入探讨，通过问卷调查、实 地调查等方法，在对义乌市商城大道 PPP 项目相关情况进行分析的基 础上，从政府、PPP 投资企业、建设企业、当地居民等多元视角出发， 对义乌市商城大道 PPP 模式的应用方案进行系统研究，从而为 PPP 模 式在我国市政道路工程的合理运用提供一定的参考。 经研究发现，义乌市商城大道项目面临政府、PPP 投资企业、建 设企业、当地居民等多方利益相关者间的博弈冲突。因此，项目利益 相关者间的均衡分配机制亟待建立；与此同时，建立维护利益相关者 风险管理机制，从线上和线下构建利益相关者间的信息沟通渠道，积 极创新和多元组合融资工具，做好 PPP 模式观念和规则的宣传培训， 也有助于该 PPP 工程项目实现其时效性和精准性的应用目标。 关键词，市政道路项目，PPP 模式，义乌市商城大道 论文类型，应用研究浙江工业大学硕士学位论文 市政项目 PPP 模式的应用方案研究 iv RESEARCH ON APPLICATION OF PPP MODE IN MUNICIPAL CONSTRUCTION PROJECTS ——WITH THE CASE OFYIWU MALLAVENUE ABSTRACT In recent years, the state has increasingly advocated the innovation of investment and financing in the fields of public service and infrastructure construction. The PPP model sufficiently condenses the advantages of diversification of financing and control subjects, and becomes a perfect interpretation of maximizing the use of social capital, which can effectively alleviate the government's traditional infrastructure construction. The enormous pressure in the project includes the problems caused by the centralization and singleness of investment. This paper focuses on the application of PPP mode in municipal projects, Yiwu Mall Avenue PPP project as an example, to study the application of PPP mode in municipal road projects in China. Firstly, the paper comprehensively expounds the relevant concepts and theories of PPP mode, and deeply discusses the practical application of PPP mode in municipal road engineering in China. By means of questionnaire survey and field survey, the paper analyses the relevant situation of PPP project on Yiwu Mall Avenue, and invests in enterprises from the government and PPP. From the multiple perspectives of industry, construction enterprises and local residents, this paper systematically studies the application scheme of PPP mode on Yiwu Mall Avenue, so as to provide some reference for the rational application of PPP mode in municipal road engineering in China. It is found that the PPP project of Yiwu Mall Avenue is confronted with conflicts of interests of the government, PPP investment enterprises, construction enterprises and local residents. Therefore, it is necessary to establish a balanced distribution mechanism among stakeholders, risk management mechanism among stakeholders, construct information communication channels between stakeholders from online and offline, actively innovate and multi-portfolio financing tools, and do a good job in propaganda and training of PPP mode concepts, which will also help the project achieve timeliness and precision.
