中国已经成长为世界第一大汽车消费市场,国外的汽车巨头纷纷在华设厂,自 主品牌汽车企业也抓住了这个难得的市场井喷机遇逐渐强大起来。奇瑞汽车作为自 主品牌的领军企业,发展尤为迅猛,2009 年开始新建五个整车工厂,逐步将产能从 60 万/年提升至 120 万/年。 新建工厂前期一般会开展项目可行性研究工作,通过分析新建工厂项目的市场、 建厂条件、进度质量安全、财务分析等,判定一个项目是否可行。奇瑞汽车近期新 建的工厂很多投产后都无法满负荷生产,浪费了大量的资源,打乱了公司的发展战 略。该现象虽与市场增速放缓有关,但主要原因是新工厂建设前期可行性研究工作 的不足。 笔者在奇瑞汽车工作 11 年,自 2010 年开始负责奇瑞三个省外基地的部分项目 建设,故笔者想借助本报告总结近三年奇瑞汽车可行性研究工作的一般思路,反思 该工作的不足,给出改进策略,供同行参考。 本报告的主要内容, 根据客观现状,先发现问题,再结合现状,提出改善问题的思路和报告结论, 并从不同维度对问题改进思路做了拓展思考。 在第一、二章中,对可行性研究的概念和发展历史做了简述,简单介绍了奇瑞 汽车及公司在新建工厂可行性研究方面的工作方法,随即,笔者在第三章花了大量 的篇幅去分析奇瑞汽车新建工厂可行性研究工作的不足之处。基本的研究方法是根 据笔者近几年的新工厂规划经验,查阅可行性研究相关文献,并在报告准备期间大量 走访公司内部、外部相关专业人员,让他们针对新建工厂可行性研究方面的不足提 出自己的意见,总结归纳,分不同模块阐述了奇瑞汽车可行性研究存在的问题。 提出问题,便要解决问题。第四章的研究主要集中在如何改进上述存在的问题,这一块的阐述需要平时做丰富的积累,查阅大量的学术资料,借鉴同行的观点,充分 运用理论分析手段,针对性的给出改进策略,供同行参考。最后,在第五章中笔者 做了一些延伸,拓展到其它自主品牌汽车企业可行性研究工作的不足和建议,并在 第六章中对本报告做了简单的回顾和报告结论总结,对可行性研究后期的工作做了 展望。 本报告的创新点, 1)报告的研究角度独特。一般学者对投资项目可行性研究的开展,都是围绕如 何撰写可行性研究报告及阐述基础开展思路,而笔者的报告是基于奇瑞汽车三年来 的新建工厂项目,针对已经完成的可行性研究工作,结合 MBA 的理论知识,分析其 中的问题点,并结合实际,提出自己的改进意见,是可行性研究经验的沉淀,对同 行而言,更具有参考价值。 2)研究重点突出。一个投资项目的可行性研究,开展的内容很多,可研究的也 很多,但本报告并没有面面俱到,长篇大论,而是突出研究重点,主要从参与者容 易出问题的五个研究模块提出问题和改进策略,如市场预测、财务分析、团队管理、 项目管理等。 3)更注重实践分析。学术界关于投资项目可行性研究工作,大多偏重于理论研 究,对于每个研究模块用什么理论思路去开展阐述较多,其联系实际并不够。本论 文更注重实际发生问题的分析和解决方案,注重实际问题的发现和改善,相信对企 业、咨询机构或高校可行性研究相关工作人员一定有很大的帮助。 关键词,汽车新建工厂、可行性研究报告、自主品牌汽车企业THE IMPROVEMTN RESEARCH OF NEW FACTORY FEASIBILITY STUDY FOR CHERY ABSTRACT China has grown into the world's largest auto market and foreign auto giants set up factories in China. Chinese self-owned brand car companies also seize this rare opportunity of market blowout to become stronger and stronger gradually. As a leader in Chinese self-owned brand car companies, CHERY has built five new vehicle factories gradually since 2009. Its capacity increases from 600,000 / year to 1.2 million / year. We will generally conduct pre-feasibility study in new plants through the analysis of the market, construction conditions, quality and safety, financial analysis etc and determine whether a project is feasible. Many factories in Chery are unable to be full-load operation. The phenomenon wastes a lot of resources, disrupts the company's development strategy. Although this phenomenon is related with the market slowdown, the main reason is pre-feasibility study deficiencies in the construction of a new factory I work for 11 years in Chery. Since 2010, I has been responsible for three base’s projects outside the province, so I would like to use this thesis tosummarize the experiences and analysis the deficiencies of Chery Automobile feasibility study of new plant, give improved strategies for the above problems. The main idea of this thesis carried out: According to the basic status, firstly discovered the problem, combined with the current situation, secondly propose solutions to the problem and the improvements of the problem from several different direction. In the first two chapters, I provide the concept of feasibility study and its brief development history, then a brief introduction to the Chery Automobile and feasibility studies methods in the new factory. Then, in the third chapter, the author spent a lot of space to introduce inadequacies of feasibility studies in Chery new plants. The basic idea is based on the author's new factory planning experience in recent years and research in thesis preparation period. The author made a large number of visits to internal and external related professionals, summarized their views on feasibility studies deficiencies. Ask questions firstly and solve problems secondly. The fourth chapter of the thesis focuses on how to improve the above problems. The author search a large number of academic information and make full use of the theoretical analysis tools. Finally, in the fifth chapter, the author made some extend and expand to the feasibility study deficiencies and recommendations in otherself-independent brand car companies. In the sixth chapter, the author makes a review of this thesis and gives a simple outlook of the feasibility study. The innovation of this paper: 1) The unique perspective. Most scholars of feasibility study of investment projects focus on how to carry out feasibility studies and write its report, but the author's thesis is based on the deficiencies and improvements of feasibility studies. When we have finished the feasibility studies of the new plant project in Chery Automobile, the author combined with the theory of the MBA knowledge and analysis its deficiencies, give their improvements and suggestions for the peer. 2) Research focused. An investment project’s feasibility study has many aspects, but this thesis is not exhaustive, long-winded, but rather to highlight research priorities such as market forecasting, financial analysis etc. 3) A more practice-oriented analysis. Academic work on the investment project feasibility study mostly emphasis on theoretical research and reality connection is not enough. This thesis analyzes focus on practical problems and solutions. I believe that it must be more great help to research staff of the feasibility study.
